Job Overview:

This role is pivotal in designing, leading, and operationalizing a phased provincial implementation model aimed at enhancing detection, preparedness, and response capacities at the sub-national level. The TD QI will work across various domains including surveillance, laboratory systems, outbreak response, infection prevention and control (IPC), emergency management and coordination, and public health emergency operations center (PHEOC) functionality. The primary goal is to ensure that investments in these areas translate into improved system performance at both provincial and district levels. The TD will provide high-level technical leadership on quality improvement, adaptive management, and performance optimization across focus provinces, while also supervising provincial-level staff and collaborating closely with senior technical leads to ensure coordinated implementation across technical areas. The position emphasizes strengthening subnational operational systems and institutionalizing continuous improvement practices, while engaging with national counterparts from the Ministry of Health (MOH), National Institute of Health (NIH), and the Ministry of Agriculture and Fisheries (MOAEF).

Duties and Responsibilities:
The Technical Director will lead the design and implementation of a phased, province-based operational model for global health security. Key responsibilities include overseeing provincial implementation of surveillance, outbreak preparedness, and response activities, ensuring alignment across technical domains. The TD will recruit, supervise, and manage provincial technical teams, estimated to be between 10-20 people, and mentor provincial staff to foster a culture of accountability, learning, and data-driven decision-making. The role involves designing and applying quality improvement and adaptive management frameworks, such as Total Quality Leadership Assessment (TQLA) and Plan-Do-Study-Act (PDSA) cycles, to strengthen system performance. Additionally, the TD will build the capacity of provincial and district teams to routinely use data for planning and corrective action, coordinate with technical experts to ensure compliance with government and USG guidance, and network with provincial government leadership to ensure effective engagement. The TD will also support the development and testing of practical tools, standard operating procedures (SOPs), dashboards, and feedback mechanisms that enable continuous performance improvement, document lessons learned from provincial implementation, and contribute to preparedness and response during outbreaks. Other responsibilities include designing and overseeing a subawards program for community and government sub-awards, leading knowledge management efforts, and engaging in business development aligned with technical expertise.

Required Qualifications:
Candidates must possess an advanced degree (Master’s or PhD) in public health, epidemiology, health systems, quality improvement, management, or a related field. A minimum of 12 years of progressively responsible experience in public health and systems strengthening is required, with at least 8 years in leadership roles demonstrating strong business acumen and management experience. Prior work experience in a non-governmental organization (NGO) is preferred. Candidates should have demonstrated project management and technical skills, proven ability to meet budgets, schedules, and performance requirements, and expertise in quality improvement and adaptive management applied to complex systems. Experience in designing and leading subnational implementation models that translate national policy into operational practice in Mozambique is essential, along with extensive experience working with government institutions, preferably the MOH and public health institutes in low- and middle-income countries. The ability to supervise and mentor multidisciplinary teams across multiple provinces, prepare publications, presentations, reports, and develop manuals/tools is also required.

Educational Background:
An advanced degree (Master’s or PhD) in public health, epidemiology, health systems, quality improvement, management, or a related field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively lead quality improvement initiatives and manage complex public health systems.

Experience:
The position requires a minimum of 12 years of progressively responsible experience in public health and systems strengthening, with at least 8 years in leadership roles. Candidates should have a strong track record of managing public health projects, demonstrating the ability to meet performance requirements and manage budgets effectively. Experience in leading teams and projects in low- and middle-income countries, particularly in Mozambique, is highly preferred.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication with local stakeholders and government counterparts. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders.
