Job Overview: The Head of Programme Enablers will play a crucial role in overseeing the Cash-Based Transfers (CBT), Identity Management (IDM), and Operational Partnerships (OP) teams within the WFP Mozambique Country Office. This position requires a strategic leader who can provide technical guidance and ensure compliance with corporate policies while promoting efficiency across these teams. The role involves cross-functional coordination at various levels, including Field Offices and Headquarters, to facilitate the design and implementation of the Country Strategic Plan (CSP) activities. The Head of Programme Enablers will act as an escalation point for complex queries, ensuring effective and timely implementation of program activities. Additionally, the position entails leading data protection efforts, implementing audit recommendations, and establishing partnerships with external stakeholders to enhance advocacy and collaborative initiatives. The successful candidate will also be responsible for identifying training needs and developing training modules for staff and partners, as well as analyzing data to inform decision-making and contribute to donor reporting.
Duties and Responsibilities: The key duties and responsibilities of the Head of Programme Enablers include: supervising three dedicated teams (CBT, IDM, and OP); providing technical and strategic guidance to ensure compliance with corporate policies; leading cross-functional coordination for CSP activities; acting as an escalation point for complex queries; serving as the Data Protection Lead in Mozambique; implementing audit recommendations; guiding the CBT Team Lead in managing the internal Cash Working Group; establishing and maintaining operational and strategic partnerships with external stakeholders; identifying learning needs and developing training modules; analyzing data for decision-making; and leading the development of strategies to operationalize CBT and IDM approaches in line with national priorities.
Required Qualifications: Candidates must possess a Master’s degree in a relevant field such as international relations, management, business administration, Information Technology, humanitarian assistance, or political science, or have equivalent professional experience. Additionally, candidates should demonstrate strong project management skills, the ability to lead and coordinate technical experts, and possess excellent analytical and communication skills. A result-driven attitude and the ability to manage multiple priorities under pressure are essential for this role.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field or equivalent professional experience. This educational foundation is crucial for understanding the complexities of humanitarian and development work, particularly in the context of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition.
Experience: Candidates should have at least 5 years of relevant professional experience in humanitarian and/or development work, preferably with international organizations or equivalent private sector experience. Field experience in emergency operations, particularly through Cash-Based Transfers, and experience in beneficiary data management and cooperating partners management are highly desirable.
Languages: Fluency in oral and written English is mandatory for this position. Additionally, a working knowledge of Portuguese is considered an asset, enhancing communication and collaboration within the local context.
Additional Notes: This position is classified as an International Consultant - Level II, with a duty station in Maputo, Mozambique.
