Job Overview: The Programme Officer (Migration, Environment, Climate Change and Risk Reduction) will be responsible for managing, overseeing, implementing, monitoring, and reporting on the Migration, Environment, Climate Change and Risk Reduction (MECR) programme in Mozambique. This role requires close coordination with the Chief of Mission and the Head of Emergency Response and Recovery Unit, as well as direct supervision from the Head of the Peace and Development Coordination Unit. The officer will coordinate the implementation of MECR programmes in central Mozambique, ensuring effective planning, monitoring, and evaluation of activities. The position also involves establishing partnerships with key stakeholders, including government entities, UN agencies, NGOs, and local communities, to enhance the impact of IOM's work. The officer will guide the prioritization and implementation of the MECR programme, incorporating climate change mitigation and adaptation strategies into all IOM Mozambique programs, thereby fostering resilient communities. Additionally, the officer will contribute to resource mobilization and ensure regular coordination with other IOM projects to identify opportunities for synergy and complementarity.
Duties and Responsibilities:
Coordinate and oversee the implementation of IOM’s MECR programmes in central Mozambique through effective and timely activities, planning, monitoring, and evaluation.
Establish and maintain credible partnerships with key stakeholders and beneficiaries, including government, UN agencies, NGOs, CSOs, local communities, and donors.
Identify staffing needs and gaps, participate in the selection and timely recruitment of project staff in coordination with the Resource Management Team.
Train, supervise, and mentor staff assigned to the MECR programme.
Guide the day-to-day prioritization and implementation of the MECR programme and portfolio.
Provide inputs across programming to incorporate climate change mitigation, adaptation strategies, and environmental sustainability principles into all IOM Mozambique programs.
Contribute to resource mobilization through the development of new projects, including drafting proposals and liaising with donors.
Ensure regular coordination with other IOM projects and activities, identifying opportunities for complementarity and synergies.
Monitor context dynamics and emerging analysis of the evolving situation in the area of responsibility, identifying constraints and proposing solutions. 1
Provide technical expertise in disaster risk reduction and environmental/energy sector for IOM Mozambique. 1
Monitor financial reports and expenditures of MECR projects to ensure consistent management and timely implementation. 1
Develop appropriate monitoring and evaluation tools that support adaptive management and internal learning. 1
Review and analyze project performance and provide regular updates to the Head of Peace and Development Unit. 1

Required Qualifications:
Master’s degree in Development, Political or Social Sciences, Law, International Relations, or a related field from an accredited institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
Experience in designing or implementing Disaster Risk Reduction (DRR), Environmental, and/or energy projects in areas vulnerable to climate change and natural hazards.
Experience liaising with governmental and diplomatic authorities as well as national and international institutions.
Experience developing and overseeing collaborative, inter-agency approaches to complex issues.
Knowledge and working experience in the African region is a distinct advantage.
Educational Background: Candidates must possess a Master’s degree in Development, Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have a minimum of five years of relevant professional experience if they hold a Master’s degree, or seven years if they hold a University degree. Experience should include designing or implementing Disaster Risk Reduction (DRR), Environmental, and/or energy projects, particularly in areas exposed to climate change and natural hazards. Additionally, experience in liaising with governmental and diplomatic authorities, developing collaborative inter-agency approaches, and knowledge of adaptive management and programmatic learning models is advantageous. Familiarity with the African region is also considered a distinct advantage.
Languages: All IOM staff members are required to be fluent in one of the IOM's official languages (English, French, Spanish). For this position, fluency in English is mandatory, both oral and written. A working knowledge of Portuguese and/or Spanish is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: Internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations.
