Job Overview: The Programme Analyst position at UN Women involves contributing to the effective management of programs aimed at eliminating violence against women and girls (EVAW). The role requires providing substantive inputs to the design, formulation, implementation, and evaluation of programs. The Programme Analyst will work closely with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation. The position also entails monitoring results achieved during program implementation and ensuring adherence to UN Women policies and procedures. The Programme Analyst will play a key role in developing program strategies, providing technical support, and facilitating capacity development for partners involved in the EVAW program. This position is critical in advancing gender equality and empowering women and girls in the Kyrgyz Republic.
Duties and Responsibilities: The duties and responsibilities of the Programme Analyst include:
Contributing technically to the development of program strategies in the area of EVAW by providing substantive inputs to program/project proposals and identifying areas for support and intervention.
Supporting the implementation and management of the EVAW program by coordinating activities, monitoring progress, and reviewing financial and narrative reports from implementing partners.
Providing technical assistance and capacity development to project/program partners, including maintaining relationships and facilitating training as needed.
Monitoring and reporting on program/project progress, drafting reports on monitoring missions, and providing inputs for quarterly and donor reports.
Managing people and finances of the EVAW program, including budget monitoring and supervising Programme Associates and Assistants.
Building partnerships and resource mobilization strategies by preparing documentation and participating in donor meetings.
Supporting inter-agency coordination on EVAW to ensure coherence and alignment of UN Women programs with other partners.
Contributing to advocacy, knowledge building, and communication efforts by developing background documents and organizing events related to EVAW. The incumbent may also perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: The required qualifications for the Programme Analyst position include a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should possess strong program formulation, implementation, monitoring, and evaluation skills, as well as good knowledge of Results Based Management. Analytical skills and the ability to gather and interpret data are essential, along with the capacity to identify trends and opportunities for fundraising.
Educational Background: Candidates must have a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification would enhance a candidate's profile.
Experience: Candidates should have at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building if they hold a Master’s degree. If they possess a bachelor's degree, they should have at least 4 years of relevant experience. Experience in the area of EVAW is desirable, as is experience in coordinating with government agencies and donors. For supervisory roles, experience in leading and coaching staff in international settings is required. Proficiency in using computers and office software, as well as experience with web-based management systems, is necessary.
Languages: Fluency in English and Kyrgyz is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
