Job Overview:
The Media Consultant position is a consultancy role based in Bishkek, Kyrgyzstan, with a focus on providing comprehensive media and communications support for a project aimed at strengthening social cohesion and trust in Kyrgyzstan's border areas with Uzbekistan. The consultant will work under the supervision of the Head of Office and the Programme Coordinator, ensuring effective visibility, outreach, and awareness-raising among target audiences. The project emphasizes improving gender-sensitive, safe, and orderly border management, fostering inclusive dialogue, and promoting socio-economic and cultural collaboration. The consultant will be responsible for developing and implementing a media and communications plan that aligns with IOM and PBF visibility guidelines, producing quality media content, and supporting various project activities to achieve the overall objectives of the initiative.

Duties and Responsibilities:
The Media Consultant will undertake a variety of tasks, including but not limited to: developing and implementing a media and communications plan to support the IOM component of the project; providing overall media support for IOM-led project activities; developing and implementing awareness-raising campaigns to highlight the contributions of foreign migrants to local socio-economic development; promoting intercultural dialogue and positive narratives about migration, particularly focusing on gender and youth; ensuring media coverage of capacity-building, community engagement, and job fair events; disseminating information on safe and orderly cross-border mobility, migrants' rights, and available services; producing quality media content such as press releases, articles, social media posts, and multimedia materials; creating information materials like banners, info sheets, and booklets; producing success stories that showcase project impact; collaborating with the IOM Media and Communications Specialist to highlight project activities on social media; and providing media support across all IOM projects as necessary. Performance indicators will include the quantity and quality of materials produced, media coverage and visibility achieved, and the number of campaign materials and events organized or supported.

Required Qualifications:
Candidates must possess a Bachelor's degree in communications, Journalism, Public Relations, Media Studies, or a related field. A Master's degree or specialized certifications in relevant areas will be considered an advantage. Additionally, candidates should have 2-5 years of professional experience in media, communications, public relations, marketing, or a related field, with at least 3 years of experience in media planning and campaign management. Familiarity with digital media platforms, media production, and analytics is essential, along with the ability to build and maintain relationships with media outlets, journalists, and influencers. Prior experience working with international organizations or NGOs is highly valued.

Educational Background:
The educational background required for this position includes a Bachelor's degree in communications, Journalism, Public Relations, Media Studies, or a related field. A Master's degree or specialized certifications can enhance a candidate's profile and may be viewed favorably during the selection process. The educational qualifications should provide a solid foundation in media and communication principles, enabling the consultant to effectively execute the responsibilities of the role.

Experience:
The position requires candidates to have a minimum of 2-5 years of professional experience in media, communications, public relations, marketing, or a related field. Specifically, candidates should have at least 3 years of experience in media planning and campaign management, demonstrating a proven track record in developing and executing successful media strategies. Experience with digital media platforms, including social media and television, is crucial, as is familiarity with media production processes such as writing press releases, articles, and creating digital content. Candidates should also have experience in media analytics, reporting, and performance measurement, as well as the ability to build and maintain relationships with media outlets and influencers.

Languages:
Fluency in Kyrgyz and Russian, both spoken and written, is mandatory for this position. Knowledge of English is considered an asset, as IOM's official languages include English, French, and Spanish. The proficiency in these languages will be specifically evaluated during the selection process, which may involve written and/or oral assessments to ensure candidates meet the communication requirements of the role.

  • Travel to target areas for data and content collection will be required, with all related travel costs covered by IOM Kyrgyzstan according to its rules and regulations. The appointment is subject to funding confirmation and certification of the candidate's medical fitness for appointment, as well as verification of residency, visa, and authorizations by the concerned government where applicable. IOM provides coverage for occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment, and does not charge any fees during the recruitment process.
