Job Overview:
The Consultant for the Implementation of the Five Years of Action for the Development of Mountain Regions will play a crucial role in supporting Kyrgyzstan's efforts to implement a strategic plan aimed at sustainable mountain development. This position involves collaborating with various stakeholders, including government bodies, international organizations, and public partners, to develop and execute strategies that align with the Five Years of Action. The consultant will be responsible for preparing content materials for international events, conducting research on relevant sectors, and monitoring the implementation of the Roadmap. The role requires a proactive approach to engage youth in environmental protection and community-based climate action, as well as to promote the mountain agenda of Kyrgyzstan on both national and international platforms. The consultant will also provide expert support to the Kyrgyz delegation for significant events such as the UN Conference of the Parties (COP 31).

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Collaborating with the Special Representative, Ministry of Foreign Affairs, and Ministry of Natural Resources to develop strategies for implementing the Five Years of Action.
  • Preparing concepts, speeches, abstracts, and other materials for Kyrgyz delegation participation in international and regional events focused on mountains and climate.
  • Conducting desk reviews and research on sectors related to mountain development, such as agriculture, glaciers, biodiversity, and community-based climate action.
  • Monitoring the implementation of the Roadmap and developing proposals to enhance the Five Years of Action.
  • Providing expert support to the Kyrgyz delegation for the UN Conference of the Parties (COP 31), including assistance with thematic side events.
  • Drafting articles and information products for local and international media to communicate the challenges and initiatives related to sustainable mountain development.
  • Monitoring local and international media coverage of Kyrgyzstan's mountain agenda and preparing press releases and interviews for publication.
  • Delivering monthly progress reports and analytical reports on the implementation of the Roadmap, including recommendations and conclusions.
  • Ensuring effective communication and collaboration with various stakeholders to advance the mountain agenda.

Required Qualifications:
Candidates must possess a university degree in Social Sciences, Law, Environmental Studies, Political Science, Economics, or related fields. A minimum of two years of working experience in climate change, environmental protection, or sustainable development is required. Candidates should have a good understanding of the social, economic, and political situation in Kyrgyzstan, with work experience in government agencies or international donor organizations being an advantage. Excellent analytical and writing skills are essential, along with professional fluency in Russian and Kyrgyz. Proficiency in English is considered an asset. Candidates should also be computer literate, with practical experience using Microsoft applications. A demonstrated awareness of gender issues and the ability to integrate a gender perspective into tasks is necessary, as is the ability to work collaboratively with diverse teams.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as Social Sciences, Law, Environmental Studies, Political Science, or Economics. Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a duration of 8 months.
