Job Overview: The Programme Associate position is integral to the UN Women Country Office in the Kyrgyz Republic, particularly in the context of the EU-UN Women Action 'Zero VAWG Program'. This role involves providing advanced administrative and logistical support to the formulation and management of programs aimed at preventing and responding to violence against women and girls. The Programme Associate will work closely with the EVAW Programme Analyst and other project staff to ensure effective program implementation consistent with UN Women’s rules and regulations. The position requires a proactive approach to research, financial management, and program implementation, ensuring that all activities align with the strategic goals of UN Women and the specific objectives of the Zero VAWG Program.
Duties and Responsibilities:
Provide advanced administrative and logistical support to the formulation and management of EVAW programmes, including preparing work plans, budgets, and proposals.
Offer technical guidance to country offices and executing agencies on routine delivery and reporting of programme activities and finances.
Coordinate the collection of information for audits and support the implementation of audit recommendations.
Develop or update standard operating procedures and guidelines for programme management.
Review programme data for the CO/MCO/RO website and compile data for documents and reports.
Support financial management by creating projects in the Quantum system, preparing budget revisions, and monitoring programme finances.
Oversee logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team.
Prepare public information materials and liaise with high-level officials on administrative issues.
Facilitate knowledge building and sharing by organizing training for office personnel and partners. 1
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Completion of secondary education is required, with a Bachelor’s degree in business or public administration being desirable. Candidates must demonstrate strong knowledge of programme management, excellent financial and budgeting skills, and proficiency in IT. The ability to synthesize and present information clearly is essential, along with the capacity to administer and execute administrative processes effectively. Candidates should also have experience in business process re-engineering and data management systems.
Educational Background: Candidates must have completed secondary education, with a Bachelor’s degree in business or public administration being preferred. This educational background supports the administrative and programmatic functions required for the role.
Experience: Candidates should have at least 7 years of progressively responsible experience in administration or programme management/support if they have secondary education, or 5 years if they hold a Bachelor’s degree. Experience in a computer environment using multiple office software packages is required, along with experience in supporting a team. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in English, Kyrgyz, and Russian is required. Knowledge of another official UN language (such as French, Arabic, Chinese, or Spanish) is considered an asset and is desirable for the position.
