The WPHF has established a new window for the protection and advocacy of Women Human Rights Defenders (WHRDs), providing safety net grants and logistical support for WHRDs in crisis and conflict settings.

Job Overview:
The Programme Analyst for the WPHF WHRD Window plays a crucial role in providing administrative and programmatic support for the effective management of the Global and Afghanistan Portfolio under the WPHF WHRD Window. This position involves contributing to the design, formulation, implementation, and evaluation of the window’s outputs and activities. The Programme Analyst is responsible for analyzing results achieved during implementation and ensuring the appropriate application of systems and procedures. The role requires close collaboration with the program and operations team, UN Women HQ staff, government officials, multi and bi-lateral donors, and civil society to ensure successful implementation of the WPHF WHRD Window’s outputs and activities. The Programme Analyst will also support the delivery of the Global and Afghanistan Portfolio WHRD window’s outputs and activities, ensuring that all initiatives align with the overarching goals of UN Women.

Duties and Responsibilities:
  • Contribute technically to the development and implementation of the WPHF WHRD window’s strategies by providing technical inputs to program/project proposals and initiatives related to the Global and Afghanistan Portfolios. This includes supporting the monitoring of the implementation of the window’s activities and coordinating calls for proposals.
  • Provide technical assistance and capacity development support to the window’s partners, overseeing the implementation of activities and identifying opportunities for capacity building.
  • Monitor progress on the window’s activities and support reporting against results and indicators, including inputs to quarterly and donor reports.
  • Support the management of finances for the WPHF WHRD window, monitoring budget implementation and providing inputs to financial reports.
  • Contribute to building partnerships and resource mobilization strategies, analyzing and maintaining information related to the work of the WPHF WHRD window.
  • Provide inputs to advocacy, knowledge building, and communication efforts, supporting the organization of advocacy activities and developing knowledge management products.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/program management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates should possess strong program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management and the ability to gather and interpret data effectively.

Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/program management certification is a plus.

Experience:
At least 1 year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in Women, Peace and Security is desirable, as is experience coordinating with government agencies and donors.

Languages:
Fluency in English is mandatory. Knowledge of Dari and/or Pashto is desirable, enhancing the candidate's ability to engage with diverse stakeholders and communities.
