Job Overview:
The Supply Chain Manager based in Gaza will be responsible for planning, managing, and providing technical and operational oversight of all supply chain activities. This includes procurement, logistics, transportation, and warehousing, ensuring the effective and efficient delivery of goods to vulnerable populations. The role requires a proactive approach to anticipate and manage supply chain needs and challenges, while introducing improvement solutions. The manager will apply principles of stewardship, integrity, transparency, and accountability in all operations. The position also involves collaboration with direct reports and programming leads to strengthen the supply chain management plan, ensuring compliance with CRS and donor regulations, and maintaining high standards of accountability and transparency throughout the supply chain process.

Duties and Responsibilities:
The Supply Chain Manager will have a comprehensive set of responsibilities, including: collaborating with direct reports and programming leads to enhance the supply chain management plan; determining procurement and logistics service requirements; ensuring accountability and transparency in supply chain operations; managing talent and supervising staff; leading the Gaza-based procurement process; overseeing relationships with key suppliers; managing logistical infrastructure and storage facilities; ensuring compliance with safety and security protocols; overseeing inventory control and comprehensive goods tracking systems; coordinating closely with the distribution team; conducting regular supply chain risk assessments; and creating a safe environment for learning and sharing ideas. The manager will also be responsible for providing capacity strengthening guidance and ensuring adherence to safeguarding and code of conduct standards.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in Supply Chain or a relevant field, along with a minimum of 5 years of work experience in supply chain management, specifically in logistics, procurement management, transportation, or warehousing. Knowledge of public donors’ regulations, national and international import/export legislation, and customs regulations is essential. Candidates should demonstrate staff management experience conducive to a learning environment, proficiency in MS Office packages, and excellent planning, coordination, and analytical skills. Ethical conduct and a proactive, solutions-oriented approach are also required.

Educational Background:
A Bachelor’s Degree in Supply Chain or a related field is required for this position. A Master’s Degree in Supply Chain or an equivalent field is strongly preferred, along with professional certification(s) in Supply Chain being a plus. Candidates with experience working in the Middle East, particularly in Gaza or the West Bank, will be given preference.

Experience:
The position requires a minimum of 5 years of progressive work experience in supply chain management, with a focus on logistics, procurement, transportation, and warehousing. Experience in managing supply chains in large, complex humanitarian operations is preferred, as well as familiarity with policies, procedures, compliance, and reporting in emergency situations. Candidates should also have experience in building and motivating diverse teams.

Languages:
Fluency in English is mandatory, including technical writing skills. Proficiency in Arabic is preferred, as it will facilitate communication and collaboration within the local context.

Additional Notes:
The position is based in Gaza, contingent on security conditions. The role involves frequent travel within Gaza and to the West Bank and Jordan as security allows.
