Job Overview:
The Research Officer position within the Legal Department's Financial Integrity Group (FIG) is a one-year contractual role focused on anti-money laundering (AML) and combating the financing of terrorism (CFT). The successful candidate will engage in policy research and data analysis related to AML/CFT issues, contributing to the Fund's mission of promoting financial integrity among its member countries. The role involves preparing country-specific background notes, conducting research, drafting documents, and maintaining databases. The Research Officer will work closely with country teams and participate in discussions with country authorities, providing insights and support for the Fund's surveillance and capacity development initiatives. This position offers a unique opportunity to contribute to global efforts in enhancing financial integrity and ensuring the stability of the international financial system.

Duties and Responsibilities:
The selected candidate will have a range of responsibilities, including:
  • Assisting in the review of internal documents related to Fund surveillance for a group of countries, ensuring up-to-date knowledge of developments in the Fund's relations with these countries.
  • Managing country information resources and monitoring media reports for AML/CFT-related matters.
  • Conducting analyses of money laundering (ML), terrorist financing (TF), and proliferation financing (PF) risks, as well as evaluating AML/CFT regimes.
  • Serving as a contact point for country teams, participating in relevant meetings, and preparing briefings for discussions with country authorities.
  • Contributing to the drafting of AML/CFT assessment reports in collaboration with Fund staff and other assessment bodies.
  • Supporting project managers in the AML/CFT capacity development program, assisting with training events and missions.
  • Researching and analyzing AML/CFT issues, contributing to the drafting of articles and publications, including handbooks issued by the department.
  • Managing and maintaining internal databases, gathering, analyzing, and interpreting AML/CFT-relevant data.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in economics, finance, statistics, computer science, or a related field. Alternatively, a university degree supplemented by a minimum of six years of relevant professional experience is acceptable. Candidates with a minimum of two years of relevant experience at Grade A08 or equivalent are also eligible. A demonstrated aptitude for research and knowledge of financial integrity and AML/CFT issues is highly desirable. Proficiency in statistical analysis and data management, including experience with tools such as MS Access, Python, R, Stata, and Tableau, is an asset. Excellent oral and written communication skills in English, strong analytical and time management skills, sound judgment, and the ability to develop strong relationships with colleagues and stakeholders are essential for success in this role.

Educational Background:
The position requires an advanced university degree in a relevant field such as economics, finance, statistics, or computer science. Candidates with a university degree supplemented by significant professional experience in related areas may also be considered. The educational background should provide a solid foundation for conducting research and analysis in financial integrity and AML/CFT issues.

Experience:
Candidates should have a minimum of two years of relevant experience at Grade A08 or equivalent, or a minimum of six years of relevant professional experience. Experience in research, data analysis, and familiarity with financial integrity and AML/CFT issues is crucial. The ideal candidate will have a proven track record of working collaboratively in interdisciplinary teams and engaging with international organizations.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. While professional-level fluency in other languages is not a requirement, it could be considered an additional asset that enhances the candidate's profile.

Additional Notes:
This is a one-year contractual appointment, with the possibility of renewal for up to four years based on performance, budget availability, and ongoing business needs. The position is based at the IMF's headquarters in Washington, DC, and travel to Fund member countries is generally not expected.
