Job Overview:
The position of Specialist in Ending Violence Against Women (EVAW) is designed to establish a diverse pool of experts for short to medium-term consultancies to support various technical activities related to EVAW programs. The consultant will be part of a retainer pool accessible to the ROAP, Multi-Country Offices (MCOs), and Country Offices (COs). The role requires candidates with substantive knowledge and experience in designing, implementing, monitoring, and evaluating legislation, policies, and programs on EVAW. The consultant will work under the supervision of the Regional Coordination Specialist on Gender-Based Violence Prevention and will collaborate closely with the EVAW team in the Asia and Pacific region. The position is home-based, and while there is no guarantee of work, the consultant will be engaged as needed based on their expertise and availability. The expected number of workdays for each deliverable will be discussed on a case-by-case basis, and payment will be made upon satisfactory completion of deliverables.

Duties and Responsibilities:
The consultant's responsibilities will include facilitating learning and knowledge exchange through the design and implementation of learning programs, such as seminars and workshops focused on EVAW topics. They will also be responsible for drafting technical documents and developing quality knowledge products. The consultant will engage in program design, implementation, monitoring, and evaluation of EVAW initiatives across Asia and the Pacific. They will review legal and policy reforms related to VAW, provide technical expertise in prevention strategies, and conduct assessments to determine needs and gaps in GBV preparedness and response. The consultant will also work on gender-responsive budgeting, develop mechanisms for monitoring compliance, and support advocacy efforts with women's movements and civil society organizations. Additionally, they will be involved in communications and advocacy related to EVAW, utilizing their skills in strategic communications and public relations.

Required Qualifications:
Candidates must possess a Master's degree in a relevant field such as social sciences, Gender Studies, or Public Policy. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires at least 10 years of professional experience in areas such as legal and policy reform, gender-based violence, public policy analysis, and gender-responsive budgeting. Experience in EVAW with at least three written works or products developed and endorsed in this area is essential. Candidates should have a proven track record in developing and delivering training programs and mentoring on VAW, as well as experience working in contexts in Asia and the Pacific.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field, such as social sciences, Gender Studies, Anthropology, Management, or Public Policy. Alternatively, a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. This educational foundation is crucial for understanding the complexities of EVAW and related issues.

Experience:
The position requires at least 10 years of professional experience in relevant fields, including legal and policy reform, gender-based violence, public policy analysis, and gender-responsive budgeting. Candidates should have substantial experience in EVAW, with a minimum of three written works or products developed and endorsed in this area. Experience in developing and delivering training programs, toolkits, and evaluation matrices is also required. Familiarity with the Asia and Pacific context is preferred, as it will enhance the consultant's ability to address regional challenges effectively.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly languages relevant to the Asia and Pacific region, as this could facilitate better communication and collaboration with diverse stakeholders.

Additional Notes:
The consultancy is home-based, with a contract duration from January 19, 2026, to January 31, 2029, allowing for a maximum of 100 days of assignment. However, UN Women does not guarantee that the maximum number of days will be purchased during the contract term. The consultant will be engaged under a retainer contract, which allows for direct engagement based on need and availability. Travel related to evaluations may occur and will be compensated separately according to UN Women’s travel policy.
