Job Overview: The position of Specialist in Ending Violence Against Women (EVAW) is designed to support UN Women's Regional Office for Asia and the Pacific (ROAP) in its mission to eliminate violence against women and girls. The incumbent will be part of a retainer pool of specialists who will provide technical support for various EVAW programs as needs arise. This role requires a deep understanding of EVAW issues, including the design, implementation, monitoring, and evaluation of related legislation, policies, and programs. The consultant will work closely with the EVAW team and will be supervised by the Regional Coordination Specialist on Gender-Based Violence Prevention. The position is home-based, and the consultant will be engaged on an 'on-call' basis, meaning that while there is no guarantee of work, the consultant will be compensated for deliverables completed. The role involves strategic decision-making and collaboration with various stakeholders to advance the goals of EVAW programming in the region.
Duties and Responsibilities: The duties and responsibilities of the Specialist in EVAW include but are not limited to: facilitating learning and knowledge exchange through seminars and workshops; designing and implementing EVAW programs; reviewing and drafting legal and policy reforms related to violence against women; providing technical expertise in prevention strategies; conducting primary research on violence against women; implementing gender-responsive budgeting approaches; and supporting gender-based violence programming in emergencies. The consultant will also be responsible for monitoring and evaluating EVAW programs, developing terms of reference for evaluations, and ensuring compliance with ethical standards in data management. Additionally, the consultant will engage with women's movements and civil society organizations to strengthen advocacy and capacity-building efforts.
Required Qualifications: Candidates must possess a Master's degree in a relevant field such as social sciences, Gender Studies, or Public Policy. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The position requires at least five years of professional experience in areas such as legal and policy reform, gender-based violence, public policy analysis, and gender-responsive budgeting. Experience in developing training programs and conducting research in EVAW is essential. Candidates should also demonstrate strong analytical, writing, and communication skills, as well as the ability to work collaboratively with diverse stakeholders.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as social sciences, Gender Studies, Anthropology, Management, Public Policy, or Social Work. Additional Notes: This consultancy is home-based and is structured as a retainer contract, which allows for flexible engagement based on the consultant's availability and the organization's needs. The contract duration is from January 19, 2026, to January 18, 2029, with a maximum of 100 days of assignment. Payment will be made upon satisfactory completion of deliverables, and there may be opportunities for travel related to evaluations, which will be compensated separately according to UN Women's travel policy.
