Job Overview:
The Consultant for Biometric Government Systems will play a crucial role in the enhancement and expansion of the Integrated Security Management (ISM) system, specifically focusing on its biometric component. This position requires a deep understanding of migration government systems and the ability to integrate various government systems related to border control, visa processing, and asylum management. The consultant will be responsible for analyzing user requirements, developing technical specifications, and ensuring compliance with international biometric standards and EU data protection regulations. The role demands a proactive approach to provide expert advisory support throughout the project lifecycle, ensuring that all documentation and implementation strategies are aligned with modern IT architecture principles.

Duties and Responsibilities:
The consultant will perform a comprehensive analysis of user requirements and operational workflows, ensuring that the ISM system meets the needs of the working group. Responsibilities include collecting market solutions, providing recommendations for system improvements, and assisting in the preparation of technical specifications for necessary equipment and software. The consultant will also deliver written explanations and opinions on risk management, GDPR compliance, and future system reliability. Additionally, the consultant will assist in preparing progress reports and ensure that all assessments and recommendations are delivered in a timely and comprehensible manner, adhering to best practices and relevant standards.

Required Qualifications:
Candidates must possess a university degree in Computer Science, Information Technology, Electrical Engineering, or a related field, with a preference for those holding a master's degree or diploma engineer. A minimum of 15 years of progressive experience in IT systems design, software engineering, and consulting is required, particularly with government institutions and international organizations. Proven expertise in biometric identification systems, national ID and border management systems, and compliance with EU regulations and GDPR is essential. Advanced technical knowledge of .NET, C#, SQL Server, and enterprise-level architecture is also required, along with excellent communication and leadership skills.

Educational Background:
The educational background required for this position includes a university degree in Computer Science, Information Technology, or Electrical Engineering, with a minimum of 240 ECTS credits. Candidates with advanced degrees or additional certifications in relevant fields will be given preference. Formal education must be complemented by proof of knowledge in Microsoft technologies and other relevant training courses.

Experience:
The position requires over 15 years of experience in IT systems design and consulting, with a strong focus on government migration systems and biometric identification. Candidates should have extensive experience working with national ID and border management systems, ensuring interoperability and compliance with data protection regulations. Demonstrated experience in project management and risk assessment in the context of government IT solutions is also necessary.

Languages:
Fluency in Bosnian/Croatian/Serbian and English is mandatory, both spoken and written. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process. Candidates may be assessed through written and/or oral evaluations to determine their language proficiency.

Additional Notes:
The consultancy position may require occasional travel within Bosnia and Herzegovina to engage with stakeholder institutions as directed by the working group. Proof of formal education and any additional qualifications or certifications is mandatory.
