Job Overview: The National Project Officer - Technical Assistance Monitoring plays a crucial role in supporting the implementation of the EU-funded initiative EU4People: Employment Programme in Bosnia and Herzegovina. This project aims to improve the socio-economic conditions of the population by increasing employment opportunities for vulnerable groups, including young people, rural women, and long-term unemployed individuals. The officer will work closely with Technical Specialists to develop materials, tools, and guidelines that enhance the performance of Public Employment Services (PES). This position requires coordination with various stakeholders, including government ministries and implementing partners, to ensure the successful execution of project activities. The officer will also be responsible for monitoring and evaluating the project's technical assistance component, preparing reports, and maintaining comprehensive records aligned with the project's Monitoring Framework.
Duties and Responsibilities:
Collaborate with the Project Manager and Technical Specialist to design and revise annual work plans related to technical assistance, ensuring alignment with project objectives and budget proposals.
Monitor project activities, ensuring clarity and consistency in work plans, progress reports, and final reports. Follow up on delayed documents and clarify information to support successful project completion.
Engage with relevant technical officers and counterparts in ministries to expedite project implementation and meet targets.
Assist in programming and controlling project resources, preparing budget estimates, and analyzing resource allocation against planned activities.
Provide training on monitoring and evaluation to beneficiary institutions and grant beneficiaries, conducting monitoring missions to project sites.
Participate in the organization of conferences, seminars, workshops, and training sessions.
Support Technical Specialists in developing technical materials and guidelines for PES improvement, coordinating the PES Capacity Building Task Force.
Work with the Grant Officer to provide technical input for grant components.
Brief ILO specialists and project experts on project matters, drafting and translating official correspondence and public information materials. 1
Prepare briefs, technical reports, and periodic progress reports on the technical assistance component, maintaining accurate records in accordance with the Monitoring Framework. 1

Required Qualifications: Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. An advanced degree in labour economics is highly advantageous. Candidates should have a strong understanding of labour economics, economic developments, poverty reduction, and social policies, as well as knowledge of the policy-making process. Familiarity with project administration, evaluation concepts, and the mandate of labour market institutions in Bosnia and Herzegovina is essential. Candidates should demonstrate strong analytical skills, effective communication abilities, and the capacity to work collaboratively in a multicultural environment.
Educational Background: The position requires a first-level university degree in a relevant field such as economics, public policies, or development studies. An advanced degree in labour economics would be considered a strong advantage, providing candidates with a deeper understanding of the economic factors influencing employment and social policies.
Experience: Candidates should have at least two years of professional experience at the national level in project management, implementation, monitoring, and evaluation. Proven experience working effectively with government bodies responsible for policy-making, particularly in Public Employment Services, is preferred. Familiarity with the challenges and context of the project areas is also beneficial.
Languages: Candidates must have excellent knowledge of the working language of the duty station, which is Bosnian, and a good knowledge of English. Proficiency in both languages is essential for effective communication and collaboration with stakeholders and project partners.
Additional Notes: The position is a fixed-term contract for two years, with the possibility of extension based on various factors, including the availability of funds and satisfactory performance.
