Job Overview:
The consultancy position involves two specialists: one focusing on institutional dialogue and multisectoral coordination, and the other on violence prevention and survivor-centered approaches. The consultants will work together to map existing services and systems in the Federation of Bosnia and Herzegovina that support survivors of technologically facilitated gender-based violence (TFGBV). This includes conducting multisectoral consultations across ten cantons to gather evidence on survivor pathways and institutional practices. The consultants will also update the legislative baseline regarding TFGBV and produce a survivor-oriented guide that outlines protection mechanisms and procedures. The role requires a collaborative approach to deliver analytical, consultative, and technical outputs that will inform UNFPA's capacity-building plans for 2026.

Duties and Responsibilities:
The consultants will engage in several key components of work: 1) Preparatory work, including initial briefings with UNFPA, document reviews, and methodological design. 2) Organization and delivery of ten multisectoral consultations across the Federation of Bosnia and Herzegovina, involving various stakeholders such as police, prosecutors, health institutions, and civil society organizations. 3) Production of consultation reports that detail survivor pathways, institutional profiles, and actionable recommendations. 4) Legislative desk review to update the baseline on TFGBV laws and practices. 5) Development of a comprehensive survivor-oriented guide that outlines protection mechanisms and survivor pathways. 6) Creation of a roadmap for service and mechanism improvement based on evidence collected during consultations. Each component requires thorough analysis, stakeholder engagement, and the synthesis of findings into practical recommendations.

Required Qualifications:
Both consultants must possess advanced university degrees (Master's or higher) in relevant fields such as law, public administration, political science, gender studies, psychology, social work, or public health. They should have specialized training or experience in GBV response systems, public sector coordination, legal frameworks related to domestic violence, and trauma-informed practices. Additionally, they must demonstrate a minimum of seven years of relevant work experience, including governance, GBV prevention, and multisectoral coordination. Proven experience in legal analysis, stakeholder engagement, and producing policy documents is essential.

Educational Background:
Candidates must hold an advanced university degree (Master's or higher) in fields directly relevant to governance, multisectoral cooperation, GBV prevention and response, or institutional reform. Specialized training in GBV response systems, public administration, or trauma-informed practices is considered a strong asset for this consultancy.

Experience:
The position requires a minimum of seven years of progressively responsible experience in relevant domains, including governance, GBV prevention, and public administration. Candidates should have experience working with complex multisectoral teams and conducting consultations or workshops that synthesize findings into actionable recommendations. Experience in legal analysis and stakeholder engagement is also essential.

Languages:
Fluency in Bosnian/Croatian/Serbian (spoken and written) is mandatory, along with an excellent command of English for drafting high-level analytical documents. This linguistic proficiency is crucial for effective communication and documentation throughout the consultancy.

Additional Notes:
The consultancy is expected to last for 10 weeks, with a total of up to 38 working days allocated for each consultant. The work will be conducted remotely, with up to ten consultations across the Federation of Bosnia and Herzegovina and one joint presentation of findings in Sarajevo.
