Job Overview: The Programme Manager position within the OSCE Mission to Bosnia and Herzegovina is a senior management role that involves overseeing the development, implementation, and evaluation of policies and projects related to security sector governance, counter-terrorism, and civilian security. The successful candidate will work closely with the Deputy Head of Mission and other senior staff to provide expert policy advice and represent the mission at various forums. This role requires a deep understanding of the security landscape in Bosnia and Herzegovina, as well as the ability to navigate complex political environments and engage with diverse stakeholders. The Programme Manager will also be responsible for ensuring that all activities align with the OSCE's strategic objectives and gender action plans, while fostering a collaborative and inclusive work environment.
Duties and Responsibilities: The Programme Manager will be tasked with a variety of responsibilities, including but not limited to: developing and implementing strategic policies and projects related to security sector reform, counter-terrorism, and civilian security; directing the Department of Security Co-operation to ensure timely and effective execution of programmed activities; providing expert policy advice to senior mission staff; representing the mission at relevant forums; maintaining liaison with international organizations and domestic institutions; guiding departmental staff to achieve established goals; formulating guidelines and standards for security sector activities; ensuring compliance with organizational policies; and overseeing strategic, budgetary, and personnel planning within the department.
Required Qualifications: Candidates must possess a second-level university degree in international studies, public policy, political science, law, or a related field. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, candidates should have a minimum of 10 years of relevant professional experience, including at least five years in a management role. Strong analytical, communication, and drafting skills are essential, along with a solid understanding of regional political history and developments, as well as diplomatic and negotiating skills.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in fields such as international studies, public policy, political science, law, or related disciplines. Candidates with a first-level university degree may be considered if they have additional qualifying experience that meets the organization's standards.
Experience: The position requires a minimum of 10 years of diversified and progressively responsible professional experience in international relations, security policy, or related fields. Candidates should have extensive experience in multidisciplinary issues related to security sector reform and politico-military affairs, as well as experience in conducting negotiations and liaising with governmental and military authorities. A proven track record of managing complex projects and leading teams is also essential.
Languages: Professional fluency in English is mandatory, with effective oral and written communication skills. While not required, a working knowledge of local languages in Bosnia and Herzegovina is desirable and may enhance a candidate's suitability for the role.
