Job Overview: The National Expert for Mainstreaming Gender Considerations into DEI’s EU Law Training Syllabus will play a crucial role in enhancing the capacity of policymakers and decision-makers in Bosnia and Herzegovina to formulate and implement gender-responsive policies aligned with European Union standards. This position is part of a broader initiative under the Gender Equality Accelerator, which involves collaboration among multiple UN agencies, including UNICEF, UN Women, and UNDP. The consultant will focus on integrating gender perspectives into the training syllabus of the Directorate for European Integration (DEI), ensuring that civil servants are equipped with the knowledge and skills necessary to address gender equality and combat harmful gender norms. The consultant will conduct a desk review of the current EU Law training syllabus, identify gaps, and propose actionable recommendations for gender mainstreaming. The role also involves revising the curriculum, validating it with DEI, and facilitating knowledge transfer sessions for DEI trainers. The overall goal is to ensure that gender considerations are systematically integrated into the training programs for civil servants, thereby enhancing the effectiveness of the EU integration process in Bosnia and Herzegovina.
Duties and Responsibilities: The consultant will be responsible for several key tasks: 1) Conducting a comprehensive desk review of the EU Law training syllabus and associated resources to identify gaps and opportunities for gender mainstreaming. 2) Developing a revised draft of the training syllabus that incorporates gender perspectives across various components, including learning objectives, outcomes, thematic areas, and pedagogical methodologies. 3) Submitting the draft syllabus for technical review and validation by UNFPA and DEI, ensuring that all revisions are feasible and aligned with existing frameworks. 4) Facilitating a consultative process with DEI to ensure the practical implementation of the revised syllabus. 5) Contributing to the design and delivery of an awareness-raising session for DEI trainers, focusing on the application of gender mainstreaming recommendations. 6) Finalizing a summary report that encapsulates lessons learned and provides recommendations for scaling gender mainstreaming across other training syllabi.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Law, International Law, European Studies, Human Rights, or European Integration. A specialized focus on EU Law, Gender Studies, or related fields is highly desirable. Additionally, candidates should have a minimum of seven years of professional experience in EU integration processes, gender mainstreaming, and the design of gender-responsive documents within public administration. Extensive experience in reviewing legal documents for gender integration and facilitating workshops for civil servants is essential. Candidates should demonstrate in-depth knowledge of gender equality frameworks and their application within EU legislation, as well as proficiency in adult learning principles and the development of pedagogical tools.
