Job Overview:
The National Expert will play a crucial role in the Gender Equality Accelerator initiative, which is a collaborative effort involving UNICEF, UN Women, UNDP, and UNFPA. This initiative aims to advance gender equality in Bosnia and Herzegovina across three strategic pillars: gender-based violence, economic empowerment, and gender-responsive governance and leadership. The focus of this consultancy is on Pillar III, which seeks to enhance public institutional capacities and decision-making processes. The consultant will be responsible for integrating gender considerations into the training syllabus for the Directorate for European Integration (DEI) as Bosnia and Herzegovina moves towards European Union accession. The position requires a deep understanding of EU legislation, gender mainstreaming, and public administration, as well as the ability to produce actionable recommendations for the gender mainstreaming of the Strategic Planning training syllabus. The consultant will also facilitate knowledge transfer to DEI trainers, ensuring that gender perspectives are effectively integrated into the training content.

Duties and Responsibilities:
The consultant will undertake several key tasks: 1) Conduct a desk review of the Strategic Planning training syllabus to identify gaps and opportunities for gender mainstreaming, ensuring alignment with EU legislation. 2) Develop a revised draft of the training syllabus that incorporates gender perspectives across various components, including learning objectives and case studies. 3) Facilitate a consultative process with DEI to validate the proposed revisions and ensure their feasibility for implementation. 4) Deliver a practical awareness-raising session for DEI trainers, focusing on the application of gender perspectives in the training syllabus. 5) Produce a Final Summary Report that encapsulates lessons learned and provides recommendations for scaling gender mainstreaming across other training syllabi.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Public Administration, European Integration, Strategic Planning, Human Rights, or Gender Studies. Additionally, a minimum of seven years of professional experience in EU integration processes, gender mainstreaming, and the design of gender-responsive documents is required. The candidate should have extensive experience in reviewing legal documents for gender integration and facilitating workshops for civil servants and policymakers. In-depth technical knowledge of gender equality frameworks and their application within EU legislation is essential, along with proficiency in adult learning principles and the development of pedagogical tools.

Educational Background:
An advanced university degree (Master’s or equivalent) in relevant fields such as Public Administration, European Integration, Strategic Planning, Human Rights, or Gender Studies is required. This educational background should provide a strong foundation in understanding the complexities of gender issues within the context of EU integration and public administration.

Experience:
The position requires a minimum of seven years of professional experience in areas related to EU integration processes, gender mainstreaming, and the development of gender-responsive documents within public administration. Candidates should demonstrate a proven track record in facilitating workshops and possess the ability to translate complex gender concepts into actionable guidance for public sector implementation.

Languages:
Fluency in English is mandatory, as the consultant will be required to produce documents and deliver presentations in English. Knowledge of additional languages, particularly those relevant to the local context, would be considered an asset but is not mandatory.
