Job Overview:
The Artificial Intelligence Expert will play a crucial role in supporting the implementation of the Joint Programme 'Partnerships for Equality: No to Hate Speech and Divisive Narratives in Bosnia and Herzegovina.' This consultancy aims to strengthen media capacity to identify, monitor, and counter hate speech and misrepresentation through innovative digital and AI-based tools. The consultant will provide technical support for the development and application of AI-supported approaches to detecting hate speech, ensuring that analytical insights generated through these tools inform programme interventions across policy, media, and communication components. The consultant will work closely with relevant programme staff and implementing partners to align with Joint Programme objectives and UN programming on hate speech prevention and gender equality.

Duties and Responsibilities:
The selected consultant will be responsible for several key activities: 1) Develop a detailed implementation plan and schedule for AI-supported monitoring and digital innovation activities, monitor progress, identify risks, and propose mitigation measures. 2) Coordinate with media organizations, research partners, and civil society actors to ensure timely delivery of outputs related to AI-supported hate speech detection. 3) Provide regular updates and draft inputs for internal progress reports and donor reporting. 4) Organize and facilitate coordination meetings with stakeholders, including media organizations and technology partners. 5) Provide technical expertise on the development of AI-supported tools for identifying hate speech and misinformation. 6) Support the design and delivery of training sessions for journalists and media professionals on the use of AI tools. 7) Contribute to the preparation of analytical reports based on digital monitoring results. 8) Ensure that outputs are synthesized into clear, actionable formats for programme partners.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in computer science, artificial intelligence, data science, information technology, digital media, communications technology, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification or specialized training in artificial intelligence, machine learning, data analytics, or digital media monitoring is considered an advantage. Candidates should demonstrate a strong capacity to coordinate and implement digital innovation initiatives in multi-stakeholder environments, particularly involving media organizations and technology partners.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as computer science, artificial intelligence, data science, information technology, digital media, or communications technology. A first-level university degree may be accepted with additional qualifying experience. Specialized training or certification in AI or data analytics is advantageous.

Experience:
Candidates should have at least 5 years of progressively responsible work experience in artificial intelligence, data science, digital media analysis, or technology development. Additionally, at least 3 years of experience working with digital monitoring tools, hate speech analysis, or AI-supported content analysis is required, preferably in media, research, or civil society contexts. Experience in designing or delivering training related to AI tools or digital media analysis is also necessary, with a minimum of three similar activities implemented.

Languages:
Fluency in English and Bosnian/Croatian/Serbian is required for this position. This is a pass/fail requirement, meaning candidates must demonstrate proficiency in these languages to be considered for the role.

Additional Notes:
The consultancy will require approximately four working days per month, with an additional four days allocated for the development of the workplan and preparation of the final report. Payments will be made bi-monthly, contingent upon the submission of progress reports and timesheets. The level of remuneration will be determined according to the UN salary scale. The consultant may need to work at UN Women premises in Sarajevo and travel to field locations as per the agreed workplan, with all travel expenses covered by UN Women.
