Job Overview:
The Monitoring Analyst position at UN Women Country Office in Bosnia and Herzegovina (CO BiH) involves working closely with a team of Monitoring Officers from various IPA beneficiaries, including Albania, Kosovo, Montenegro, and North Macedonia. The role is crucial for supporting the implementation and monitoring of the UN Women component of the regional programme "EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans." The Monitoring Analyst will contribute to achieving the intended results under the portfolios of Eliminating Violence Against Women (EVAW) and Women’s Economic Empowerment (WEE). This position requires a commitment to monitoring results achieved during implementation, ensuring the appropriate application of systems and procedures, and developing enhancements as necessary. The Monitoring Analyst will also collaborate with various stakeholders, including government officials, civil society, and the donor community, to ensure successful programme implementation.

Duties and Responsibilities:
  • Provide technical contributions to the development of programme strategies in EVAW and WEE, including inputs for the design and formulation of programme activities.
  • Offer technical support for the implementation of the UN Women component of the Joint Programme, including coordinating and monitoring at least one programme activity, managing calls for proposals, and reviewing financial and narrative reports from implementing partners.
  • Provide technical assistance and capacity development support to programme partners, identifying opportunities for capacity building and facilitating necessary training.
  • Monitor progress of programme activities, results, and indicators, providing inputs for quarterly and donor reports.
  • Assist in managing programme finances, including monitoring partner budget preparation and providing technical guidance on routine delivery and reporting.
  • Build partnerships and resource mobilization strategies, coordinating with local European Delegation and maintaining communication with relevant stakeholders.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organisation.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may suffice. A project/programme management certification would enhance a candidate's profile.

Experience:
Candidates should have at least one year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in EVAW and WEE is desirable, along with proven experience in coordinating with government agencies and donors. Familiarity with managing EC funded projects is an asset, as is experience in developing detailed reports for donors and supporting multiple offices simultaneously.

Languages:
Fluency in English and BCS (Bosnian, Croatian, Serbian) is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
