Job Overview: As the Chief of Party I for the REACH Malaria project, you will be responsible for providing leadership and overall management of this US Government-funded initiative aimed at enhancing malaria services in Sierra Leone. Your role will involve ensuring the effective implementation of comprehensive malaria services, including case management, prevention strategies, and data collection. You will be expected to leverage your technical knowledge and management skills to deliver high-quality programming while positioning CRS as a leader in malaria reduction efforts. Additionally, you will manage security" style="border-bottom: 1px dotted #007bff !important;">security risks and ensure compliance with program quality standards, financial management, and effective collaboration with various stakeholders, including government officials and partner organizations.
Duties and Responsibilities:
Serve as the primary liaison with USG Mission(s), international partners, and host-country officials, coordinating with CRS’ REACH Team Director.
Ensure timely and quality implementation of the REACH project according to contract expectations.
Oversee financial management, including budget analysis, expense monitoring, and forecasting.
Collaborate with technical advisors for project deliverables and activity plans.
Manage senior programming and operations staff, providing coaching and mentoring.
Develop staffing plans and oversee recruitment processes for senior staff.
Monitor national and regional issues impacting staff and programming, ensuring adherence to safety policies.
Approve program expenditures and budget adjustments, ensuring compliance with donor requirements.
Coordinate planning and review meetings with consortium partners to track implementation progress. 1
Develop technical documents and communication strategies, ensuring compliance with branding requirements. 1
Create a learning environment that encourages sharing of ideas and solutions, identifying training opportunities for staff.
Required Qualifications:
Master’s degree in public health, international development, or a related field.
Minimum of eight (8) years of work experience in relevant sectors, with at least eight (8) years managing multi-million-dollar health programs in developing countries.
Five (5) years of experience as a Chief of Party for USG awards, with strong budget management skills.
Proven ability to lead technical teams and manage complex programs with multiple stakeholders.
Familiarity with malaria service stakeholders and demonstrated leadership in the sector through publications and presentations.
Educational Background: A Master’s degree is required, preferably in public health, international development, or a related field, to ensure a strong foundation in the necessary knowledge and skills for managing health programs effectively.
Experience: Candidates must have a minimum of eight (8) years of relevant work experience, including significant experience managing large health programs in developing countries. At least five (5) years must be in a Chief of Party role for USG contracts, demonstrating expertise in budget management and program oversight.
Languages: Strong written and oral communication skills in English are mandatory for this position, as effective communication with various stakeholders is crucial for success.
Additional Notes: This position is full-time and may require travel up to 25%.
