Job Overview: The Programme Analyst position is crucial for providing technical, administrative, and programmatic support to the implementation and management of the Rapid Response Window (RRW) and the Women Human Rights Defenders (WHRDs) Windows. The role involves oversight of programmatic and financial operations, ensuring compliance with project documents, and supporting the effective management of partnerships and agreements. The Programme Analyst will work closely with the Head of the WPHF Secretariat and the Programme Coordinator to ensure that the RRW and WHRDs initiatives are effectively implemented, monitored, and reported. This includes providing substantive technical support, managing financial oversight, and contributing to the collection and analysis of programmatic data. The position also requires the ability to engage with various stakeholders, including civil society organizations, UN entities, and funding partners, to facilitate the successful execution of programs aimed at enhancing women's participation in peace processes and protecting women's rights.
Duties and Responsibilities: The Programme Analyst will be responsible for a wide range of duties, including but not limited to: providing program, financial, and operational oversight for the RRW and WHRDs Windows; ensuring timely submission of financial documentation from partners; reviewing and analyzing financial reports and statements; leading financial spot checks; overseeing audit preparations; maintaining corporate databases; supporting the monitoring of partner onboarding and reporting processes; contributing to the collection and presentation of programmatic and financial data; offering advisory support for program management; serving as a focal point for partner management; providing technical support for the implementation of grants; assisting in proposal reviews; supporting the expansion of the RRW and WHRDs Windows; organizing coordination meetings; facilitating thematic discussions; and contributing to resource mobilization efforts.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. Alternatively, a Bachelor's degree combined with two additional years of qualifying experience may be accepted. The role requires at least two years of experience in program management, particularly in liaising with civil society organizations, UN agencies, or international organizations. Experience in project implementation, monitoring, evaluation, and donor reporting is essential, with a preference for candidates who have demonstrable work experience in the Women Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security agenda. International experience is also desired.
Educational Background: The educational requirement for this position is a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A Bachelor's degree may be considered if accompanied by two additional years of relevant experience, allowing for flexibility in educational qualifications while ensuring that candidates have the necessary knowledge and skills for the role.
Experience: The position requires a minimum of two years of relevant experience in program management, particularly in contexts involving civil society organizations, UN agencies, or international organizations. Candidates should have a proven track record in project implementation, coordination, monitoring, evaluation, and donor reporting. Experience specifically related to Women Peace and Security initiatives is considered an asset, and international experience is highly valued, as it demonstrates the ability to work in diverse cultural and operational contexts.
Languages: Fluency in English is mandatory for this position. Knowledge of additional languages such as Arabic, French, or Spanish is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment and engage with a broader range of stakeholders.
Additional Notes: This position is a home-based international role, and candidates are responsible for obtaining a work permit prior to starting the I-PPSA, which must be valid for the duration of the I-PPSA.
