Job Overview:
The Programme Officer (PXD/IBG) will play a crucial role in managing, coordinating, and overseeing the activities of the Protection and Immigration and Border Governance Programme within IOM Malaysia. This position requires the individual to coordinate and manage the overall implementation of the PXD/IBG portfolio, ensuring its impact, effectiveness, coherence, and integrity. The officer will serve as a technical resource for the mission, reviewing existing national frameworks related to counter human trafficking and migrant smuggling, and providing recommendations for alignment with international standards. The role also involves developing immigration facilitation policies, providing operational guidance, and conducting capacity development activities. The Programme Officer will establish and maintain effective working relationships with government counterparts, civil society organizations, and other stakeholders to guide project implementation and resolve challenges. The position demands a proactive approach to identifying emerging trends and mobilizing resources for project development and execution.

Duties and Responsibilities:
  • Manage and coordinate the implementation of the PXD/IBG portfolio, ensuring timely completion and adherence to IOM policies and donor requirements.
  • Serve as the technical resource for PXD/IBG, reviewing national counter trafficking and migrant smuggling frameworks, and providing recommendations for alignment with international standards.
  • Develop immigration facilitation policies and operational resources in line with ICAO standards.
  • Provide guidance and support on emerging trends, donor priorities, and resource mobilization for PXD/IBG projects.
  • Oversee PXD/IBG projects, providing technical support and managing relevant programme staff.
  • Conduct capacity-development activities and workshops in coordination with technical experts.
  • Establish and maintain relationships with government counterparts, civil society organizations, and private sector actors.
  • Oversee the development of public information and training materials related to PXD/IBG projects.
  • Pursue partnerships with UN Agencies and other stakeholders for successful programme implementation. 1
  • Contribute to advancing PXD/IBG thematic areas within the UN Network on Migration and other initiatives. 1
  • Undertake travel as required to support programme implementation. 1
  • Perform any other duties as assigned.

Required Qualifications:
  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
  • Experience in PXD and IBG programme development and management.
  • Experience in counter trafficking and assisted voluntary return and reintegration (AVRR).
  • Experience in training/capacity building, law enforcement, border security" style="border-bottom: 1px dotted #007bff !important;">security, and protection is desired.
  • Previous experience in strategic/technical advisory and coordination is desired.
  • Familiarity with financial and business administration.
  • Sound understanding of internal and international migration issues in the region.
  • Experience in organizing consultations and workshops with high-level stakeholders.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, or International Studies from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with additional years of relevant professional experience is acceptable.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Candidates should have experience in both PXD and IBG programme development and management, as well as experience in counter trafficking and AVRR. Familiarity with training and capacity building in law enforcement and border security is also desired. Previous experience in strategic advisory roles and programme conceptualization, development, monitoring, reporting, and evaluation is essential.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-3 grade level, and the recruitment is for a professional role. Internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. The appointment is subject to medical fitness certification, accreditation, residency or visa requirements, and security clearances.
