Job Overview: The Operations & Programme Assistant position at UNU-IIGH is designed to support the operational and administrative functions of the institute. This role is crucial in ensuring the smooth functioning of the institute's activities, particularly in the context of its strategic plan for 2024-2028, which focuses on integrating rights-based and gender-responsive approaches to health systems. The assistant will work under the leadership of the Director and the Head of Operations, contributing to the implementation of various programs and projects. The position requires extensive liaison with diverse organizational units to facilitate administrative actions, manage the internship program, and ensure compliance with UN financial policies. The successful candidate will play a key role in supporting the institute's mission to advance evidence-based policy on sustainable development and global health, thereby contributing to the achievement of the Sustainable Development Goals.
Duties and Responsibilities: The Operations & Programme Assistant will be responsible for a variety of tasks, including:
Providing general office support services to ensure the smooth functioning of UNU-IIGH; serving as the focal point for repairs and maintenance; and actively participating in the programme support team for operational and administrative coordination of program/project implementation activities.
Managing the Institute’s Internship programme, which includes promotions, issuance of contracts, payment of stipends, responding to queries, and maintaining the database.
Performing daily finance-related tasks in compliance with UN/UNU rules, regulations, policies, and strategies, including asset management, travel, and procurement.
Executing the role of asset management, travel, and procurement focal point for the institute, ensuring accurate documentation for all financial functions.
Assisting in the preparation and analysis of program/project budget proposals and monitoring expenditures.
Performing any other duties as required by the supervisor and director, with key performance indicators focused on timely and quality delivery of services, accurate financial transactions, and effective stakeholder relationships.
Required Qualifications: The position requires a post-secondary education or diploma with specialization in administration, finance, or human resources, or a Bachelor’s degree in equivalent disciplines. Candidates must have relevant working experience in program support or administrative work, with a minimum of 5 years for diploma holders or 3 years for those with a Bachelor’s degree. Experience in an international environment, academic/research institution, or non-profit organization is desirable. Knowledge of United Nations administrative processes and procedures is also preferred. High computer literacy, including proficiency in MS Office and project management software, is essential, along with familiarity with Enterprise Resource Planning (ERP) systems such as Peoplesoft Financials.
Educational Background: Candidates must possess a post-secondary education or diploma specializing in administration, finance, or human resources, or a Bachelor’s degree in equivalent disciplines. This educational background is critical for understanding the administrative and financial processes required for the role.
Experience: The ideal candidate should have a minimum of 5 years of relevant working experience in program support or administrative roles if holding a diploma, or 3 years if holding a Bachelor’s degree. Experience in an international environment, academic/research institution, or non-profit organization is highly desirable, as it provides the necessary context for understanding the complexities of the role within the United Nations framework.
Languages: Fluency in both oral and written English is required for this position. Additionally, a working knowledge of Bahasa Malaysia and/or any other United Nations official languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
Additional Notes: The successful candidate will be employed under a national Personnel Service Agreement (PSA) contract at GS5 level, with no relocation allowances applicable. The compensation package includes an annual net salary ranging from Ringgit Malaysia 67,070 to 74,224, depending on experience and qualifications. Benefits include 30 days of annual leave and a health insurance scheme. The initial contract duration is one year, with the possibility of renewal based on performance and organizational needs. The combined duration of a PSA contract with UNU may not exceed six years, and the mandatory retirement age for PSA holders is 65 years. The expected start date is as soon as possible.
