Job Overview:
The Programme Officer (Climate & Disaster Risk Reduction) will be instrumental in advancing UNICEF's Climate, Environment, and Disaster Risk Reduction programme in Malaysia. This role focuses on ensuring that every child can live in a clean, safe, healthy, and sustainable environment while strengthening their resilience and ensuring their voices are heard in shaping a resilient future. The position involves providing technical support in various areas, including evidence generation, policy advocacy, partnerships, programme development, and management. The Programme Officer will specifically work on climate-resilient social services and disaster risk reduction, focusing on sectors such as health, education, WASH, child protection, and social protection systems. The role requires collaboration with various sections and supervision by the UNICEF Programme Specialist (Climate & Environment).

Duties and Responsibilities:
  • Evidence Generation and Knowledge Management: Identify and organize data on climate, environmental, and disaster risks affecting children and social services. Support research and situation analyses to enhance understanding of child-sensitive climate actions. Develop strategic position papers and knowledge products for internal and external use.
  • Policy Support: Assist in implementing policies by identifying partners and advocacy opportunities. Contribute to proposals that deliver tangible solutions for children. Provide technical support for integrating climate resilience into sectoral policies and strategies.
  • Advocacy, Partnership, and Collaboration: Build partnerships with government agencies, UN entities, CSOs, and environmental organizations. Support advocacy strategies and mobilization of climate financing through innovative mechanisms.
  • Programme Development and Management: Support planning and implementation of climate-resilient social services, providing technical support to UNICEF teams and government counterparts. Lead the development of disaster risk reduction interventions and coordinate with partners for timely submissions of reports.
  • Results-based Planning, Monitoring, Evaluation, and Reporting: Manage knowledge systems related to UNICEF's climate actions, ensuring integration into programme workplans and monitoring progress against objectives. Prepare inputs for reports to update management and partners.

Required Qualifications:
Minimum requirements include a Bachelor's Degree in environment, climate science, social and economic development, public health, disaster management, public administration, or a relevant technical field. Candidates should have a minimum of two years of professional work experience at the national level in programme/project development related to climate change adaptation, disaster risk reduction, or social services systems strengthening. Technical knowledge of climate, environment, and disaster risk reduction in Malaysia is essential, along with experience in social sectors and integrating climate considerations into these sectors.

Educational Background:
A Bachelor's Degree in a relevant field such as environment, climate science, social and economic development, public health, disaster management, or public administration is required for this position. This educational background is crucial for understanding the complexities of climate and disaster risk reduction and their impact on children and communities.

Experience:
Candidates must have a minimum of two years of direct professional work experience at the national level in programme/project development related to climate change adaptation, disaster risk reduction, or strengthening social services systems. Experience in social sectors such as health, education, WASH, child protection, and social protection is required, along with a strong understanding of climate and environmental considerations in these areas.

Languages:
Fluency in English and Bahasa Malaysia is mandatory for this position. Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse environments.
