Job Overview: The Programme Associate position at UN Women is integral to the implementation of effective programs that align with the organization's mission and objectives. Reporting to the WPS Programme Analyst, the Programme Associate will provide essential support to the Programme Team in various capacities, including research, financial management, and program implementation. This role involves collaborating closely with operations, programme, and project staff across different levels of the organization, including Country Offices (CO), Regional Offices (RO), and UN Women Headquarters, to resolve complex finance-related issues and facilitate the exchange of information. The Programme Associate will play a key role in the development and management of programs, ensuring that they are consistent with UN Women’s rules and regulations. This includes providing advanced administrative and logistical support, contributing to the formulation of work plans and budgets, and ensuring effective delivery and reporting of program-supported activities.
Duties and Responsibilities: The Programme Associate will be responsible for a wide range of duties, including: 1) Providing advanced administrative support in the preparation of program work plans, budgets, and proposals. 2) Offering technical guidance to country offices and executing agencies on routine delivery and reporting of program activities and finances. 3) Coordinating the collection of information for program audits and supporting the implementation of audit recommendations. 4) Contributing to the development or update of standard operating procedures, guidelines, and templates for program management. 5) Reviewing program data for the CO website and identifying sources for compiling data for various documents. 6) Creating projects in the Quantum system, preparing budget revisions, and monitoring program finances. 7) Overseeing logistical and administrative arrangements for meetings, workshops, and events. 8) Preparing public information materials and briefing packets, and liaising with high-level officials on administrative issues. 9) Supporting resource mobilization efforts by preparing agreements and processing information from donors. 10) Facilitating knowledge building and sharing by coordinating training for office personnel and partners.
Required Qualifications: The position requires a minimum of secondary education, with a Bachelor’s degree in Gender, Social Sciences, or Administration being desirable. Candidates must possess strong knowledge of program management, excellent financial and budgeting skills, and the ability to create and present information clearly. Additionally, candidates should have the ability to administer and execute administrative processes, manage data and documents, and possess excellent IT skills. The role demands a proactive approach to problem-solving and effective communication skills, as well as the ability to engage stakeholders and lead by example.
Educational Background: Candidates must have completed secondary education as a minimum requirement. A Bachelor’s degree in relevant fields such as Gender Studies, Social Sciences, or Administration is preferred and considered advantageous for this role.
Experience: Candidates should have at least 7 years of progressively responsible experience in administration or program management/support. A minimum of 3 years of experience specifically focused on Gender Equality and Women’s Empowerment issues is required. Experience related to Women, Peace, and Security (WPS), Women's Economic Empowerment (WEE), or Ending Violence Against Women (EVAW) is considered an asset. Proven ability to build and manage effective partnerships with diverse stakeholders, including government bodies and civil society organizations, is essential. Familiarity with computer environments and multiple office software packages is required, along with experience in supporting a team and using modern web-based ERP systems, preferably Oracle Cloud.
Languages: Fluency in English and Portuguese is mandatory for this position. Knowledge of the local language Emakhuwa is considered an asset, enhancing communication and engagement with local communities.
