Job Overview:
The position of International Consultant for Gender-Responsive Budgeting is crucial for the successful implementation of a project aimed at promoting gender-responsive policies and budgets in Uzbekistan. The consultant will work closely with the Ministry of Economy and Finance and the Ministry of Agriculture to conduct a detailed gender analysis of selected budget programs. The overall objective is to enable the government’s public finance management processes to effectively respond to the different needs of women and men through the application of gender-responsive budgeting. The consultant will be responsible for developing a capacity-building training program, creating a GRB action plan, and organizing workshops to validate the findings and action plans with key stakeholders. This role requires a deep understanding of gender issues in public finance and the ability to engage with various government officials and stakeholders.

Duties and Responsibilities:
The consultant will be expected to perform the following duties:
  • Conduct a comprehensive gender analysis of the selected budget program in collaboration with the Ministry of Agriculture and the Ministry of Economy and Finance.
  • Develop and deliver a capacity-building training package tailored for officials from the Ministry of Agriculture, including a detailed agenda, PowerPoint presentations, and a training report.
  • Create a Gender-Responsive Budgeting (GRB) action plan that incorporates the findings from the gender analysis into the budget planning process of the Ministry of Agriculture.
  • Organize and facilitate a validation workshop to present and validate the tender analyses and the GRB action plan with key stakeholders.
  • Report to the Country Programme Manager and the Regional Gender Responsive Budgeting Specialist, ensuring that all deliverables are submitted on time and meet the required standards.
  • Engage in at least two official travels as part of the consultancy, with travel arrangements managed by UN Women.

Required Qualifications:
The position requires the following qualifications:
  • A Bachelor’s degree in Agriculture studies, Economics, Gender/Women's Studies, or a related field.
  • A minimum of 5 years of proven experience in developing concept papers, policy documents, methodologies, and guidelines related to gender-responsive budgeting and public finance management.
  • Extensive experience in macroeconomics and gender equality, with a strong understanding of agriculture studies considered an advantage.
  • Demonstrated expertise in Gender-Responsive Budgeting, with at least 5 years of relevant experience.
  • Strong regional knowledge and professional experience in the Europe and Central Asia (ECA) region.
  • Proficiency in computer applications such as MS Word, MS Excel, and MS PowerPoint.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as Agriculture studies, Economics, Gender/Women's Studies, or a closely related area. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical understanding of the issues at hand, particularly in relation to gender-responsive budgeting and public finance management.

Experience:
The consultant is expected to have a minimum of 5 years of relevant experience in the field. This includes proven experience in developing concept papers, policy documents, methodologies, and guidelines, as well as extensive experience in public finance management, macroeconomics, and gender equality. Experience in agriculture studies is considered an advantage, and candidates should demonstrate a strong expertise in Gender-Responsive Budgeting, particularly within the context of the Europe and Central Asia region.

Languages:
Proficiency in written and spoken English is mandatory for this position. Additionally, knowledge of the Russian language is considered an advantage, as it may facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
This consultancy is home-based, but it requires at least two official travels, which will be arranged by UN Women according to their rules and regulations. The total duration of the consultancy will not exceed 15 days, spanning from December 10, 2025, to June 15, 202
  • The consultant will be compensated on a monthly basis upon submission of deliverables, certification of payment, and a timesheet detailing the actual number of working days. All deliverables must be reviewed and approved by UN Women before finalization, ensuring that they meet the organization's standards and expectations.
