Job Overview: The Local security" style="border-bottom: 1px dotted #007bff !important;">Security Assistant (LSA) position is crucial for the effective functioning of the UNDP Lebanon Country Office, particularly in ensuring the safety and security of personnel and operations. The LSA will work under the direct supervision of the National Security Officer (NSO) and will be responsible for supporting the implementation of security measures and protocols. This role involves maintaining effective communication with local authorities and security agencies, collecting and disseminating security-related information, and assisting in the development of security plans tailored to the specific needs of the Country Office. The LSA will also play a key role in training UNDP personnel on security awareness and ensuring compliance with established safety protocols. The position requires a proactive approach to security management, particularly in a context that may be insecure or unstable, and demands a high level of collaboration with various stakeholders to ensure the smooth delivery of UNDP programs.
Duties and Responsibilities: The duties and responsibilities of the Local Security Assistant include: assisting in the implementation of the Country Security Plan and Business Continuity Management; maintaining relationships with the United Nations Department of Safety and Security (UNDSS) and local security authorities; collecting and updating security information; supporting the NSO in developing and implementing security plans; ensuring compliance with safety protocols; conducting security surveys and assessments; managing the Country Office Warden system; disseminating safety and security information; reporting security incidents; maintaining an orderly filing system for security documents; tracking security expenses; organizing training courses on security awareness; and performing day-to-day security operations, including managing security personnel at UNDP facilities. The LSA will also participate in field missions and provide hands-on support to ensure compliance with UNDP security standards.
Required Qualifications: The position requires a minimum of secondary education, with a preference for candidates holding a Bachelor’s degree in fields such as Public Administration, Military Studies, Security Management, Business Management, or Computer Science. Candidates must have a proven knowledge of the local security context and security measures in force in Lebanon. A valid driver's license and the ability to drive 4x4 vehicles are essential. Advanced computer skills, including proficiency in word processing and spreadsheet software, are required. Additionally, candidates should possess strong communication skills and the ability to manage internal and external communications effectively.
Educational Background: Candidates must have completed secondary education as a minimum requirement. A Bachelor’s degree in relevant fields such as Public Administration, Military Studies, Security Management, Business Management, or Computer Science is preferred but not mandatory. Educational qualifications will be considered in conjunction with relevant experience in the security field.
Experience: The position requires a minimum of 5 years of progressive relevant experience in security for candidates with secondary education, or 2 years of experience for those holding a Bachelor’s degree. Experience within the United Nations system or an international NGO is desirable, as is experience in military or policing roles. Candidates should demonstrate a solid understanding of security protocols and practices, particularly in the context of Lebanon.
Languages: Fluency in both English and Arabic is required for this position. Proficiency in these languages is essential for effective communication within the UNDP and with local authorities and stakeholders. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This is a regular office-based position with an expected duration of 1 year, which is renewable based on performance and organizational needs. The Local Security Assistant will work closely with the National Security Officer and will be expected to start as soon as possible. The role is critical for ensuring the safety and security of UNDP personnel and operations in Lebanon, particularly in a context that may present various security challenges.
