The United Nations Economic and Social Commission for Western Asia (ESCWA) is a regional arm of the United Nations that aims to promote economic and social development in the Arab region. Established in 1973, ESCWA works with member states to address various socio-economic challenges and enhance regional cooperation. The organization focuses on sustainable development, economic integration, and social equity, and operates in multiple countries across the Arab region, providing technical assistance, policy advice, and capacity-building initiatives to support member states in achieving their development goals.

Job Overview:
The position of Expert in Circular Economy Policy and Business Development is crucial for the successful implementation of the project titled 'Better Policies for Accelerated Transition to Circular Economy and Enhanced Climate Action in Arab States.' This project is designed to address the pressing environmental and socio-economic challenges faced by the Arab region, particularly the need for a transition from linear economic models to circular economies. The expert will play a pivotal role in developing and delivering capacity-building programs aimed at empowering policymakers in Lebanon, Morocco, and Oman. The primary focus will be on enhancing the capabilities of these policymakers to formulate and implement effective policies that promote circular economy practices among Small and Medium Enterprises (SMEs), which are vital for economic resilience and sustainability in the region. The expert will be expected to conduct a thorough needs assessment, develop relevant training materials, and facilitate workshops that foster collaboration and knowledge sharing among stakeholders.

Duties and Responsibilities:
The expert will undertake several key responsibilities, including:
  • Conducting a comprehensive needs assessment by preparing a needs assessment form to be distributed to focal points in the ministries of Lebanon, Morocco, and Oman. This will help identify national priorities and specific capacity-building needs for policymakers.
  • Developing capacity-building materials in consultation with national counterparts and ESCWA, ensuring that the content is tailored to the unique contexts of the target countries.
  • Delivering six national capacity-building workshops for policymakers across the three countries, focusing on enhancing their understanding of circular economy principles and practices.
  • Engaging with stakeholders, including government institutions and business support organizations, to facilitate collaboration and ensure the relevance of the training programs.
  • Summarizing key outcomes and participant feedback from the workshops to inform future capacity-building efforts and policy development.

Required Qualifications:
Candidates must possess a master's degree in environmental science, circular economy, sustainability, economics, or a related field such as environmental policy or business development with a focus on sustainability. Alternatively, a first-level university degree combined with qualifying years of experience may be accepted in lieu of the advanced degree. Educational Background:
The educational background required for this position includes a master's degree in relevant fields such as environmental science, circular economy, sustainability, or economics. Candidates with a first-level university degree may also be considered if they have substantial relevant experience. Experience:
A minimum of 10 years of work experience in areas related to circular economy, sustainable development, or environmental policy is required. Languages:
Fluency in English, French, and Arabic is required for this position, as these are the working languages of the United Nations Secretariat and ESCWA. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Additionally, knowledge of other languages may be beneficial but is not mandatory.
