In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Programme Support Consultant will provide operational support and guidance within the Women’s Civil Society Organization (WCSO) team, particularly in executing procurement services. The consultant will ensure compliance, effectiveness, transparency, and integrity in procurement functions while collaborating closely with operations, programme, and project teams in the Regional Office and UN Women Afghanistan Office. The role involves supporting financial management for WCSO partners, processing payments, maintaining financial trackers, and assisting in financial verification of reports. Additionally, the consultant will coordinate procurement and contract management processes, update procurement logs, draft programme budgets, and support logistical tasks for the unit. The consultant will also assess existing workflow processes, propose improvements, and provide mentorship to WCSO staff on operational and administrative issues, ensuring they have the necessary skills to support partners effectively.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including:
Supporting operational financial management for WCSO partners by processing and tracking installments, ensuring compliance with UN Women Financial Rules and Regulations, and assisting in financial verification of reports.
Coordinating procurement and contract management processes, reviewing procurement logs, and assisting in the reconciliation of purchase orders.
Drafting programme budgets for events and workshops, coordinating HR extensions, and supporting logistical tasks for the unit.
Assessing existing workflow processes and proposing new workflows for the WCSO unit.
Developing knowledge products and providing training on operational processes to staff and partners.
Mentoring WCSO staff on operations and administrative issues, ensuring they are equipped to support partners effectively.
Performing other administrative tasks as assigned by the supervisor.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in Business Administration or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates should have at least one year of work experience in procurement, administrative, or programme support roles, along with proficiency in using office software packages such as MS Word, Excel, and PowerPoint. Experience with web-based management systems or enterprise resource planning (ERP) systems similar to Quantum is also required. Work experience within the UN system is considered desirable.
Educational Background: A Master’s degree or equivalent in Business Administration or a related field is required for this position. A first-level university degree may be accepted if combined with two additional years of qualifying experience, demonstrating flexibility in educational requirements based on practical experience.
Experience: The position requires at least one year of relevant work experience in procurement, administrative, or programme support. Candidates should have a solid understanding of financial management processes and experience in using office software and web-based management systems. Experience within the UN system is advantageous, indicating familiarity with the organization's operational frameworks and standards.
Languages: Fluency in English is mandatory for this position. Additionally, a working knowledge of another official UN language is desirable, enhancing communication capabilities within the diverse UN environment.
