Job Overview:
The National Consultant on EVAW in law" style="border-bottom: 1px dotted #007bff !important;">Criminal Law will play a crucial role in developing self-paced online training modules for lawyers and trainee lawyers in Türkiye, focusing on women's access to justice and the legal frameworks surrounding violence against women and girls. This position is part of the 'HER RIGHTS' project, which aims to establish a standard for in-service training on ending violence against women and girls. The consultant will draft content related to criminal law processes and provisions, ensuring that the training modules reflect the implementation of Law No. 6284 and relevant provisions within the Turkish Criminal Code and Criminal Procedure Code. The consultant will work closely with other national consultants, the UN Women team, and the Union of Turkish Bar Associations (UTBA) to ensure that the training content is comprehensive, accurate, and aligned with national legal frameworks. The consultant will also be responsible for providing technical support to ensure that criminal law considerations are integrated across all training modules, and for ensuring the quality assurance of the content conversion into the UTBA Learning Management System.

Duties and Responsibilities:
  • Draft content on Criminal Law processes and provisions on ending violence against women and girls, focusing on the Turkish Criminal Code and Criminal Procedure Code. This includes developing written training content tailored for lawyers and trainee lawyers, addressing EVAW-related crimes, and linking Law No. 6284 with the Criminal Code.
  • Prepare evaluation and assessment questions to measure learning outcomes of the modules.
  • Provide technical support to ensure criminal law considerations are integrated across all modules by participating in consultations with national consultants and the Project Team.
  • Collaborate with service providers to ensure the accurate conversion of written materials into self-paced e-learning modules, maintaining pedagogical quality.
  • Review and validate the content and assessments to ensure they meet the required standards.
  • Work under the supervision of the Programme Specialist and in coordination with the broader Project team, including consultants and service providers.

Required Qualifications:
  • A first-level university degree in law is required. An advanced (master’s) degree in criminal law, public law, or a relevant field is preferred. A first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.
  • A minimum of 2 years of demonstrated professional and/or academic research experience in women's access to justice in the context of violence against women and girls is required with a Master’s degree. With a Bachelor’s degree, 4 years of relevant experience is required.
  • Proven experience in developing and/or facilitating trainings, seminars, or workshops related to criminal law responses to violence against women is highly desirable.
  • Strong knowledge of Türkiye’s normative and operational frameworks on EVAWG, including Law No. 6284, is essential.
  • Experience in developing knowledge products, such as online training modules, is highly desirable.
  • Excellent analytical and writing skills, with the ability to produce clear and concise documents.

Educational Background:
A first-level university degree in law is required. An advanced (master’s) degree in criminal law, public law, or a relevant field is preferred. A first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of 2 years of demonstrated professional and/or academic research experience in the area of women’s access to justice in the context of violence against women and girls is required with a Master’s degree. With a Bachelor’s degree, 4 years of relevant experience is required. Proven experience in developing and/or facilitating trainings, seminars, or workshops, including the design of learning evaluation tools, relating to criminal law responses to violence against women is highly desirable. This should include a focus on criminal law and Law No. 6284 on the Protection of Family and Prevention of Violence Against Women, targeting legal professionals or related fields. Experience in developing knowledge products, such as online training modules on ending violence against women and girls is highly desirable. Demonstrated experience in collaborating with government or civil society stakeholders engaged in the justice sector or relevant fields, to strengthen women’s access to justice in the context of violence against women is desirable. Experience in the usage of computers and Office software packages (MS Word, Excel, etc.) is required. Previous experience of working under a Project led by United Nations entities/agencies or the Union of Turkish Bar Associations is an asset.

Languages:
Fluency in English and Turkish is required.

  • Payments will be made on a monthly basis, based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Specialist. The Consultant shall complete all mandatory UN training courses and modules on time, and certificates shall be submitted to the supervisor.
