In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

Job Overview: The National Consultant on Civil Law and Law No. 6284 will play a crucial role in the development of training modules aimed at enhancing the legal knowledge of lawyers and trainee lawyers regarding women's rights and the legal frameworks surrounding violence against women and girls. This position is part of the 'HER RIGHTS' project, which seeks to establish a standard for in-service training on ending violence against women and girls. The consultant will draft content on Law No. 6284 and relevant provisions of the Turkish Civil Code, ensuring that the training materials are aligned with international and national legal frameworks. The consultant will work closely with various stakeholders, including national consultants, the UN Women team, and the Union of Turkish Bar Associations, to ensure that the training modules are comprehensive, accurate, and effective in improving legal responses to violence against women.
Duties and Responsibilities:
Draft content on Law No. 6284 and Turkish Civil Code provisions related to ending violence against women and girls, focusing on key legal matters such as preventive and protective measures, divorce, custody, and compensation.
Prepare evaluation and assessment questions to measure learning outcomes of the training modules.
Provide technical support to ensure that Law No. 6284 and civil law considerations are integrated across all training modules.
Collaborate with service providers to ensure quality assurance of content conversion into the Learning Management System (LMS).
Review and validate the conversion of written materials into self-paced e-learning modules, ensuring pedagogical quality and accuracy.
Participate in consultations with national consultants and the Project Team to align module contents with national legal frameworks.
Ensure that all deliverables are completed on time and meet the standards set by UN Women.
Required Qualifications:
A first-level university degree in law is required. An advanced (master’s) degree in family law, civil law, or gender studies is preferred.
A first-level university degree in law combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Demonstrated expertise in Law No. 6284 and civil law related to ending violence against women and girls is essential.
Proven experience in designing and developing training content for legal professionals is required.
Strong knowledge of Türkiye’s legal frameworks on violence against women is necessary.
Excellent analytical, writing, and content validation skills are required.
Educational Background: The position requires a first-level university degree in law, with an advanced (master’s) degree in family law, civil law, or gender studies being highly desirable. Candidates with a first-level university degree in law and additional qualifying experience may also be considered.
Experience: A minimum of 2 years of demonstrated professional or academic research experience in women's access to justice in the context of violence against women and girls is required for candidates with a Master’s degree. For those with a Bachelor’s degree, 4 years of relevant experience is necessary. Experience in developing and facilitating trainings related to civil law responses to violence against women is highly desirable, as is experience in developing online training modules.
Languages: Fluency in English and Turkish is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Payments will be made monthly based on the provision of timesheets and deliverables approved by the UN Women Programme Specialist. The consultant is required to complete all mandatory UN training courses and submit certificates to the supervisor.
