Job Overview:
The Human Resources Officer will play a crucial role in coordinating the Human Resources functions of the Country Office (CO) and its Sub-Offices. This position is under the overall supervision of the Chief of Mission and direct supervision of the Head of Resources Management. The officer will be responsible for ensuring that HR services are aligned with the organization's rules, regulations, and policies. The role involves managing personnel files, overseeing payroll processes, coordinating recruitment, and ensuring compliance with HR policies. The officer will also facilitate staff development and training activities, monitor performance management systems, and assist in preparing administrative reports. This position requires a proactive approach to HR management and a commitment to fostering a positive workplace culture.

Duties and Responsibilities:
The Human Resources Officer will have a wide range of duties and responsibilities, including but not limited to: assisting the Head of Resource Management in reviewing and monitoring HR services, supervising the maintenance of personnel files and attendance records, facilitating the upkeep of HR and Training databases, monitoring contractual statuses and entitlements of local staff, coordinating recruitment processes, ensuring new staff are adequately briefed, implementing performance management systems, organizing staff development and training activities, preparing administrative reports, discussing audit recommendations, and participating in special HR projects. The officer will also be responsible for ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security briefings and trainings, monitoring visa and residence permit administration for international staff, and performing any other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the above fields with four years of relevant professional experience is acceptable. The ideal candidate should have experience in preparing training modules, presenting training sessions, and familiarity with the UN common system or similar systems. Strong writing skills, knowledge of IOM/UN HR policies, high computer literacy, and excellent organizational skills are essential for this role.

Educational Background:
The educational background required for this position includes a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with additional years of relevant professional experience is acceptable. This educational foundation is critical for understanding the complexities of human resources management within an international organization.

Experience:
Candidates should have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. Experience in preparing training modules and conducting training sessions is essential. Previous working experience in an international organization is advantageous, as is familiarity with the UN common system or similar systems. The candidate should demonstrate a strong ability to manage HR functions effectively and efficiently.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language, such as Arabic, Chinese, Russian, Spanish, or French, is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-2 grade level and is intended for professional recruitment. The role requires international mobility, and any offer made to the candidate is subject to funding confirmation. The selection process may also be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
