Job Overview: The Finance and Operations Director (DFO) will play a crucial role in the senior leadership team, providing strategic oversight and operational stewardship to ensure the effective delivery of FHI 360’s programs in the Philippines. This position is responsible for overseeing all financial management, operations, administration, procurement, and grants functions, ensuring compliance with FHI 360 policies, U.S. Government regulations, and local laws. The DFO will lead the development of financial strategies, oversee budget planning and execution, manage risk and compliance frameworks, and ensure transparent reporting to donors and stakeholders. This role requires a forward-thinking leader capable of designing and implementing systems that enhance efficiency, accountability, and financial sustainability. The DFO will also act as a trusted advisor to the Project Director and senior technical leadership, providing data-driven insights to guide decision-making and resource allocation, while representing the project in high-level discussions with donors, auditors, partners, and government counterparts on financial and operational matters.
Duties and Responsibilities: The DFO will provide high-level leadership in financial and operational management, ensuring resources are effectively aligned with program goals and donor requirements. They will advise the Project Director and senior leadership on strategic resource allocation, financial sustainability, and operational efficiency. The DFO will lead the development, execution, and monitoring of annual budgets, forecasts, pipelines, and expenditure analyses, ensuring compliance with FHI 360 policies and U.S. Government regulations. They will oversee internal and external audits, ensuring findings are addressed promptly and that robust internal controls safeguard project assets and funds. Additionally, the DFO will direct procurement, logistics, IT, administration, and general services, ensuring operational systems are efficient and responsive to program needs. They will manage financial and operational aspects of subawards, provide technical assistance to local partners, and ensure timely, accurate financial reporting to stakeholders. The DFO will supervise and mentor finance and operations teams, fostering a culture of accountability and continuous improvement, while developing tools for data-driven decision-making and proactive risk management.
Required Qualifications: Candidates must possess comprehensive knowledge of accounting concepts, practices, and procedures, along with financial controls and information systems. Excellent oral and written communication skills are essential, as well as demonstrated organizational and project management skills. The ability to influence, motivate, negotiate, and work collaboratively with others is crucial. Candidates should be well-versed in state and federal laws impacting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management controls, and have familiarity with automated financial reporting and government accounting practices. A strong understanding of Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines is required, along with excellent organizational, supervisory, leadership, and managerial skills. Candidates must demonstrate leadership qualities and possess the initiative to address a wide range of finance issues while maintaining confidentiality.
Educational Background: An advanced degree (Master’s in Accounting, Finance, Business Administration, or related field) is required, with a strong preference for candidates holding professional certifications such as CPA, ACCA, or CIMA. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to manage complex financial operations effectively.
Experience: Candidates should have a minimum of 12–15 years of progressively responsible experience in financial and operational management of large, complex, donor-funded programs, with at least 7 years in senior leadership roles. Demonstrated expertise in managing U.S. Government–funded awards, including Cooperative Agreements and Contracts, is essential, along with a deep knowledge of relevant regulations such as 2 CFR 200 and FAR. A proven track record in strategic financial planning, risk management, compliance, and leading audits for multi-million-dollar projects is required, as well as strong experience in operational management in international development settings.
Languages: Fluency in English is required for this position. While the primary language of communication will be English, strong preference will be given to candidates who are Filipino nationals or those currently based in the Philippines. Knowledge of additional languages may be considered an asset but is not mandatory.
