Job Overview: The Procurement Associate plays a crucial role in ensuring the effective and efficient use of resources within the UNFPA Country Office in the Philippines. This position involves assisting staff in defining and costing their procurement needs, managing procurement policies, and building capacity among program staff and external partners. The Procurement Associate is responsible for delivering quality procurement services, interpreting rules and guidelines, and providing support to the Country Office and UNFPA-supported programs. Duties and Responsibilities: The Procurement Associate's responsibilities include managing office procurement by preparing a consolidated Procurement Plan based on Annual Work Plans, overseeing procurement processes, and ensuring timely delivery of goods and services. The role involves liaising with senior management and program units to define specifications and procurement modalities, advising staff on forecasting and logistics management, and reviewing procurement requests. The Associate must monitor and evaluate procurement effectiveness, maintain records for audit purposes, and develop relationships with suppliers. Additionally, the role includes assisting in capacity building for implementing partners, ensuring timely completion of procurement administrative requirements, and providing technical advice on procurement and supply chain management. The Associate will also participate in training and capacity-building initiatives, maintain communication with colleagues, and carry out other duties as required by UNFPA leadership.
Required Qualifications: Candidates must have completed secondary education, with a university degree at the bachelor level in Business Administration, International Development Studies, Economics, Auditing, Engineering, or Logistics being desirable. A minimum of 7 years of related work experience in international public procurement or contracts and supplier management is required. Experience with UN procurement regulations and procedures is advantageous, along with certification in CIPS or similar fields. Proven experience in managing complex bid processes and knowledge of the global health and pharmaceutical market is essential. Proficiency in MS Office, particularly in database and data analysis applications, is required, along with familiarity with ERP systems and e-filing.
Educational Background: The educational background required for this position includes a completion of secondary education as a minimum. A bachelor's degree in relevant fields such as Business Administration, International Development Studies, Economics, Auditing, Engineering, or Logistics is highly desirable and preferred for candidates seeking to excel in this role.
Experience: The position requires a minimum of 7 years of relevant work experience in international public procurement or contracts and supplier management. Candidates with experience in UN procurement, finance, and contracting regulations will have a competitive advantage. Proven track record in managing complex bid processes and experience in logistics and supply chain management are highly desirable, as well as experience working in a team environment.
Languages: Fluency in English and Filipino is mandatory for this position. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse work environment.
Additional Notes: The initial fixed-term appointment for this position is for one year, with the possibility of renewal based on satisfactory performance.
