Job Overview:
The Risk Management Specialist position is situated within the Treasury and Liquidity Risk Division (RMTL) of the Office of Risk Management at ADB's headquarters in Manila, Philippines. The role involves conducting and supervising a wide range of activities related to the assessment, monitoring, and reporting of market, liquidity, and credit risks associated with ADB's treasury operations, which include investments, borrowings, and derivatives portfolios. The specialist will also oversee the division's information technology systems, ensuring the effective development and maintenance of analytical and reporting tools that support risk management and derivatives valuation. The position requires a proactive approach to promote advanced risk analytics and enhance methodologies and processes in alignment with evolving markets and technologies. The specialist will also be responsible for leading project management initiatives, organizing training sessions, and providing mentorship to junior team members, thereby contributing to a robust risk culture within ADB.

Duties and Responsibilities:
The Risk Management Specialist will be responsible for a comprehensive set of duties, including: conducting assessments of market, liquidity, and credit risks; supervising the reporting of these risks related to ADB's treasury operations; overseeing the development and maintenance of analytical systems and reporting requirements; promoting the implementation of advanced risk analytics; enhancing methodologies to align with market developments; supporting treasury risk valuation systems; maintaining processes for sourcing risk metrics and valuation data; ensuring the integrity and quality of externally sourced data; leading project management for system implementations and data warehousing; organizing training on risk technology and analytics; mentoring junior staff; and performing additional responsibilities as assigned in the work plan.

Required Qualifications:
Candidates must possess a university degree in Computer Science, Mathematics, Banking, Finance, Business Administration, Economics, or related fields, preferably at the post-graduate level or its equivalent. They should have at least 6 years of relevant professional experience, ideally with specific expertise in treasury risk management or derivatives valuation and collateral management. Quantitative expertise in market, liquidity, and credit risk management is essential, along with proficiency in programming languages such as C++, .Net, JS, VB, Python, and Oracle. Experience with data visualization tools like Power BI is also ideal. Familiarity with third-party derivatives valuation tools and knowledge of financial and quantitative risk tools is desirable.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Computer Science, Mathematics, Banking, Finance, Business Administration, or Economics. A post-graduate degree or equivalent is preferred, indicating a higher level of expertise and understanding of complex financial concepts and risk management practices.

Experience:
The position requires a minimum of 6 years of relevant professional experience, with a strong emphasis on treasury risk management, derivatives valuation, and collateral management. Candidates should demonstrate quantitative expertise in market, liquidity, and credit risk management, as well as experience in designing and implementing cloud-based systems and applications. International experience working in various countries is also beneficial, as it provides a broader perspective on global financial markets and risk management practices.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. This is essential for effective communication within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an advantage, particularly in enhancing communication with diverse teams and stakeholders across the Asia-Pacific region.

Additional Notes:
This appointment is open to both internal and external applicants and is a fixed-term position for an initial period of 3 years. There is potential for extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The role is full-time and based in Manila, with relocation required.
