Job Overview:
As a Legal Officer at ADB, you will play a crucial role in supporting the Operational Business Risk and Compliance Team (OBRCU) within the Office of the General Counsel (OGC). Your primary responsibilities will include providing technical, research, coordination, and operational assistance to ensure that ADB's legal interests are protected and that the organization adheres to compliance and risk management standards. You will be involved in drafting and reviewing legal documents, managing cases, and conducting research on regulatory developments. This position requires a proactive approach to problem-solving and the ability to work effectively in a multicultural team environment. You will also contribute to the development and implementation of policies and procedures, ensuring that ADB operates within legal and ethical boundaries while promoting a culture of compliance and accountability.

Duties and Responsibilities:
The duties and responsibilities of the Legal Officer include:
  • Providing technical and analytical support on operational business risk and compliance matters, including conflict of interest and client confidentiality.
  • Assisting in the review, tracking, and management of cases and requests handled by OBRCU.
  • Supporting due diligence activities through research and document review.
  • Coordinating with internal clients and maintaining relevant records and databases.
  • Drafting, updating, and formatting policies, procedures, and guidelines.
  • Supporting the maintenance of knowledge repositories and document management systems.
  • Conducting background research on regulatory developments and best practices.
  • Organizing and delivering internal training and outreach activities.
  • Preparing presentation materials and reports. 1
  • Performing administrative tasks to support the efficient functioning of the Unit. 1
  • Tracking deadlines and preparing routine reports. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
To qualify for the Legal Officer position, candidates must possess a Bachelor's degree in law, business administration, public administration, finance, or a related field, preferably with advanced training. Additionally, candidates should have at least 8 years of relevant professional experience in legal, compliance, risk management, or administrative support roles. Experience in a legal office, compliance function, or international organization is highly desirable. Strong research, analytical, and organizational skills are essential, along with a high degree of discretion in handling sensitive information. Proficiency in standard office applications and document management systems is also required. Excellent written and verbal communication skills in English are mandatory, and the ability to work effectively in a multicultural team environment is crucial.

Educational Background:
Candidates must have a Bachelor's degree in law, business administration, public administration, finance, or a related field. Advanced training in a relevant area is preferred, which may include specialized legal training or certifications related to compliance and risk management.

Experience:
Candidates should have a minimum of 8 years of relevant professional experience. This experience should ideally be in legal, compliance, risk management, or administrative support roles. Experience in a legal office, compliance function, or international organization is particularly valuable, as it demonstrates familiarity with the complexities of legal and compliance issues in a global context.

Languages:
The mandatory language for this position is English, with excellent written and verbal communication skills required. While not mandatory, proficiency in additional languages may be considered an asset, particularly languages relevant to ADB's member countries.

This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs.
