Job Overview: As a Senior Partnerships Specialist at ADB, you will play a crucial role in managing strategic partnerships with non-regional member shareholders and other relevant partners. This position is situated within the Strategic Partnerships Division of the Strategy, Policy, and Partnerships Department. Your responsibilities will include establishing networks across ADB, developing relationships with capitals or ministries of shareholders, and communicating with sovereign and concessional partners to understand their priorities and concerns. You will also be responsible for preparing briefing materials for senior management, contributing to high-level consultations, and mapping the political economy in shareholder countries. This role requires a strong understanding of international development issues and the ability to work independently within a framework of broad policies and goals.
Duties and Responsibilities: The Senior Partnerships Specialist will have a wide range of duties and responsibilities, including:
Establishing and maintaining networks across ADB and developing relationships with capitals or ministries of shareholders.
Communicating with sovereign and other concessional partners to understand their authorizing environment and priorities.
Establishing new cooperation or financing partnerships.
Preparing for high-level consultations with shareholders.
Mapping and understanding the political economy in shareholder countries.
Developing intelligence-based products to support senior management in strategic engagements.
Preparing briefing materials for senior management.
Identifying prospective partners for financing partnerships. 1
Coordinating non-transaction-specific fundraising engagement with partners for both sovereign and non-sovereign operations. 1
Managing junior team members and providing feedback on their performance and development.
Required Qualifications: To be considered for the Senior Partnerships Specialist position, candidates must possess a Master's degree in international development, public/government relations, economics, or a relevant field. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Candidates should have at least 10 years of experience in strategic relationship management and public or government relations at a senior level. A strong understanding of the international development institutional architecture and major global development issues is essential, preferably with experience working in an international development institution. Additionally, candidates should have experience writing briefing materials for high-level officials and participating in high-level meetings.
Educational Background: The educational background required for this position includes a Master's degree in international development, public/government relations, economics, or a related field. Candidates with a university degree and at least 5 years of specialized experience relevant to the position may also be considered. This educational foundation is crucial for understanding the complexities of international development and the strategic partnerships that ADB engages in.
Experience: Candidates for the Senior Partnerships Specialist role should have a minimum of 10 years of experience in strategic relationship management and public or government relations at a senior level. This experience should include a deep understanding of international development issues and the ability to navigate complex political environments. Experience in writing briefing materials for high-level officials and implementing development programs in the Asia and Pacific region is also essential.
Languages: Proficiency in written and verbal English is mandatory for this position. Additionally, knowledge of one or more European languages is considered an asset and may enhance a candidate's application.
Additional Notes: This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on ADB's needs and the candidate's performance. The role is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered by ADB.
