Job Overview: The SSTC Impact Assessment Consultant will play a crucial role in evaluating the South-South and Triangular Cooperation (SSTC) program between the Philippines and Indonesia, particularly in the context of Sexual and Reproductive Health and Rights (SRHR). This consultancy aims to assess the effectiveness of the strategies and initiatives implemented by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its local government units (LGUs). The consultant will be responsible for developing a comprehensive assessment framework, conducting data collection, and producing a detailed assessment report that will inform future strategies for the continuation of the SSTC program. The consultant will work closely with the Commission on Population and Development (CPD) and UNFPA to ensure that the evaluation is thorough and meets the established criteria for effectiveness, relevance, efficiency, impact, and sustainability.
Duties and Responsibilities: The consultant will have several key duties and responsibilities, including:
Developing a comprehensive Assessment Framework based on OECD Evaluation Criteria, which will outline methodologies for measuring the SSTC initiatives' effectiveness, relevance, efficiency, impact, and sustainability.
Creating a detailed data gathering strategy, including identifying key stakeholders for interviews and specific assessment tools.
Conducting onsite data collection, including in-depth interviews, key informant interviews (KIIs), and focus group discussions with CPD staff and other stakeholders.
Systematically verifying information gathered to ensure data integrity.
Drafting and finalizing the Assessment Report, which will include a preliminary analysis of findings, key insights, successes, challenges, and actionable recommendations.
Presenting the draft report to the CPD Core and National Executive Committee for feedback and incorporating their suggestions into the final report.
Reporting to the UNFPA Country Office and attending occasional meetings as required.
Required Qualifications: The ideal candidate for this consultancy should possess a strong background in evaluation methodologies, particularly in the context of international development and public health. They should have experience in conducting impact assessments and familiarity with the OECD Evaluation Criteria. Additionally, the consultant should demonstrate excellent analytical skills, strong communication abilities, and the capacity to work collaboratively with diverse stakeholders. Knowledge of the SSTC framework and experience working in the Philippines or similar contexts will be advantageous.
Educational Background: A master's degree in public health, social sciences, international development, or a related field is required. The educational background should reflect a strong understanding of evaluation methodologies and public health principles, particularly in relation to sexual and reproductive health.
Experience: The consultant should have a minimum of five years of relevant experience in conducting evaluations or assessments in the field of public health or international development. Experience working with governmental and non-governmental organizations, particularly in the context of South-South cooperation, is highly desirable. Familiarity with the specific challenges and opportunities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will be an asset.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Filipino or other local dialects is considered a plus, as it may facilitate communication with local stakeholders during the data collection process.

The consultant will be required to report to the UNFPA Country Office in Mandaluyong City and attend occasional meetings. The payment will be structured in tranches based on the completion of specific deliverables, with the first tranche due upon approval of the Assessment Framework, the second upon submission of the Data Collection Progress Report, and the final tranche upon clearance of the final report for publication.
