Job Overview:
As a Principal Operations Specialist at ADB, you will play a crucial role in overseeing the Operations Coordination Unit within the Pacific Department. Your primary responsibilities will include managing the portfolio of loans, grants, and technical assistance projects, ensuring effective project implementation, and enhancing the overall performance of ADB's operations in the Pacific region. You will lead the periodic review of project progress, engage with regional institutions, and design initiatives that align with ADB's mission. This position requires a strategic approach to portfolio management, including trend analysis and the development of performance improvement measures. You will also be responsible for guiding junior team members and collaborating with various stakeholders to ensure successful project outcomes.

Duties and Responsibilities:
The Principal Operations Specialist will have a comprehensive set of duties, including leading portfolio management activities, conducting trend analysis, and setting portfolio targets. You will coordinate with country operations heads to maintain a consistent approach to project management and facilitate the transfer of learnings from past projects to new initiatives. Your role will involve critical reviews of operational documentation, ensuring sound design and monitoring frameworks, and participating in training events to enhance capacity building within the department. Additionally, you will contribute to ADB's engagement with key Pacific regional institutions, support analytical work related to regional cooperation, and supervise and mentor junior staff, overseeing their performance management and development.

Required Qualifications:
To qualify for this position, candidates must possess a Master's degree or equivalent in economics, engineering, business administration, or a related field. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Candidates should have a minimum of 12 years of work experience in project development and implementation, with at least 10 years of experience working with development organizations across multiple countries. Proven skills in procurement, contract management, and risk management are preferred, along with extensive experience in high-stakes coordination and engagement with senior government officials and development partners.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in a relevant field such as economics, engineering, or business administration. Candidates with a university degree and significant specialized experience may also be considered. This educational foundation is essential for understanding the complexities of project management and development within the context of ADB's operations.

Experience:
Candidates should have a substantial level of experience, specifically at least 12 years in project development and implementation. This experience should include a minimum of 10 years working with development organizations in various countries, focusing on project, program, and technical assistance preparation, processing, administration, and closure. Experience in Pacific developing member countries (DMCs) is preferred, highlighting the need for familiarity with the regional context and challenges.

Languages:
