Job Overview: The Gender Specialist position is situated within the Gender Equality Division of the Climate Change and Sustainable Development Department (CCSD) at ADB. This role is pivotal in providing technical support for the integration of gender equality and women's empowerment across ADB's operations, knowledge work, and partnerships. The Gender Specialist will play a crucial role in ensuring that ADB's gender mainstreaming standards are effectively applied in both sovereign and non-sovereign operations. This includes supporting project teams with technical inputs, guidance, and quality reviews. Additionally, the position involves contributing to knowledge building through research, analysis, and documentation on emerging gender equality issues in the Asia-Pacific region, which will inform future ADB operations in developing member countries (DMCs). The Gender Specialist will also be responsible for advancing ADB's policy and strategic commitments on gender equality and women's empowerment, thereby making a significant impact on the organization's mission.
Duties and Responsibilities: The Gender Specialist will have a comprehensive set of responsibilities, including:
Contributing technical inputs to advance ADB's policy and strategic commitments on gender equality and women's empowerment.
Applying gender mainstreaming standards and supporting the integration of gender equality outcomes in the design and processing of gender equality objective (GEN), effective gender mainstreaming (EGM), and some gender elements (SGE) projects and programs.
Preparing and updating Country Gender Assessments and providing inputs for sector portfolios, roadmaps, mid-term reviews, and updates on gender-related key performance indicators (KPIs).
Providing technical advice and inputs on gender equality and women's empowerment during project preparation, implementation, and completion as an assigned project team member or peer-reviewer.
Supporting gender-related technical assistance activities, including the design and implementation of TAs on gender equality in assigned sectors, themes, or regions.
Acting as a CCGE focal point for sectors, themes, regions, or the private sector, coordinating with counterparts in other divisions/departments on key performance indicators and targets related to gender equality and women's empowerment.
Leading and contributing to knowledge events, capacity building activities, and preparing knowledge products such as project case studies, briefs, blogs, and country gender assessments.
Designing and conducting training for executing and implementing agencies, clients, and project staff on gender equality, sex-disaggregated data collection and analysis, and GAP implementation, monitoring, and reporting.
Providing technical support to the Director of Gender Equality in gender-related corporate initiatives and cross-sector and regional department coordination. 1
Performing other tasks as assigned by the Director of Gender Equality.
Required Qualifications: Candidates for the Gender Specialist position must possess the following qualifications:
A university degree in social sciences, international development, public policy, or related fields, with a focus on gender and development; a post-graduate degree or its equivalent is preferred.
A minimum of 6 years of work experience in gender and development, including field-level experience in mainstreaming gender equality and women's empowerment into country, regional, and/or sector operations.
Proven expertise in building capacity for implementing gender equality initiatives with stakeholders from the public and private sectors and other development partners, including civil society organizations (CSOs).
Experience in leading innovative knowledge products or initiatives in gender equality and women's empowerment, including events.
International experience working in multiple countries with a multilateral development bank or other international development organizations.
Proven experience in effectively managing budgets and teams, as well as in donor relations and partnership development.
Written and verbal proficiency in English is mandatory.
Two years of relevant experience outside ADB within the past five years is required, with time as an ADB-engaged consultant or contractor considered experience outside of ADB.
Educational Background: The educational background required for the Gender Specialist position includes a university degree in social sciences, international development, public policy, or other related fields, with a strong emphasis on gender and development. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of the complexities surrounding gender issues in development contexts.
Experience: The position requires at least 6 years of relevant work experience in gender and development, with a focus on field-level experience in mainstreaming gender equality and women's empowerment into various operations. Candidates should have demonstrated experience in gender mainstreaming within specific sectors such as public financial management, energy, agriculture, and urban development. Additionally, international experience working with multilateral development banks or other international development organizations is essential, showcasing the candidate's ability to navigate diverse cultural and operational environments.
Languages: Proficiency in English is mandatory for this position, both written and verbal. This is crucial for effective communication within ADB and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which ADB operates or to the specific projects being undertaken.
Additional Notes: This appointment is open to both internal and external applicants and is part of ADB's Workforce Rebalancing Framework (2022-2027), which aims to enhance in-house expertise. The position is crucial for leading policy dialogue and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other departments or offices as needed. This is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional 3 years based on various factors, including the need for the specific skills and experience of the staff member, funding availability, and performance. However, this appointment is not convertible to a regular appointment.
