Job Overview: The Sexual and Reproductive Health (SRH) Policy and Systems Strengthening Consultant will play a crucial role in accelerating the implementation of the Responsible Parenthood and Reproductive Health (RPRH) and Universal Health Care (UHC) laws in the Philippines. This remote-based position requires the consultant to provide technical and coordination support to various bureaus within the Department of Health (DOH), ensuring that accessible, affordable, and quality SRH services are prioritized, particularly for marginalized populations. The consultant will engage in systems strengthening, resource mobilization, and innovative solutions to enhance SRH services and policies. The role demands a proactive approach to engage with stakeholders, analyze policies, and develop evidence-based solutions to address SRH challenges in the country.
Duties and Responsibilities: The consultant will be responsible for a wide range of duties, including:
Systems Strengthening and Integration: Supporting the pilot integration of Barcode Track and Trace into the DOH’s e-Logistics Management Information System, providing technical advice on Family Planning benefit package design, and ensuring effective implementation of SRH services.
Resource Mobilization: Identifying and coordinating resource mobilization initiatives, engaging with the DOH and PhilHealth for funding opportunities, establishing co-financing agreements for SRH commodities, and tracking funding opportunities from various donors.
Innovations Solutions: Coordinating with stakeholders to develop innovative programmatic solutions for SRHR issues, mobilizing support for initiatives like Women X to address maternal deaths, and advancing reproductive rights in the private sector.
Virtual Coordination & Policy Support: Supporting the multisectoral platform for Reproductive Health, facilitating remote coordination between stakeholders, and analyzing policy papers to prepare briefs for policy dialogues. The consultant will also be responsible for submitting monthly accomplishment reports detailing target deliverables and achievements.
Required Qualifications: The ideal candidate must possess an advanced university degree in Public Health, Medicine, Nursing, Sociology, or related fields. Alternatively, a Bachelor's degree with four years of relevant experience in implementing or supervising health and reproductive health programs is acceptable. The consultant should demonstrate strong analytical skills, excellent communication abilities, and a deep understanding of sexual and reproductive health issues.
Educational Background: Candidates must have an advanced university degree in relevant fields such as Public Health, Medicine, Nursing, Sociology, or related disciplines. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the implementation of SRH policies and programs.
Experience: A minimum of two years of experience in implementing or supervising health and reproductive health programs is required. Candidates with a Bachelor's degree must have at least four years of relevant experience. This experience should include working with governmental and non-governmental organizations, engaging with stakeholders, and contributing to policy development and program implementation in the field of sexual and reproductive health.
Languages: Fluency in English is mandatory, as the consultant will be required to communicate effectively with various stakeholders and prepare reports and policy briefs. Knowledge of Filipino or other local languages would be an advantage, as it may facilitate better engagement with local communities and stakeholders.

The consultant will be expected to deliver services remotely, with monthly accomplishment reports due on the 25th of each month. The position is remote-based, allowing for flexibility in work arrangements. The consultant will work under the overall supervision of the Head of the Programme and direct supervision of the UNFPA Maternal Health/Family Planning Programme Analyst.
