Job Overview: The National Consultant – Programme Support for FACE Form Verification Review will play a crucial role in supporting UN Women Philippines in the review and verification of supporting documents for the FACE Form under the Women, Peace, and Humanitarian Fund (WPHF). This position requires a strong understanding of UN Women’s policies and procedures, as the consultant will be responsible for consolidating verification documents, ensuring their completeness and accuracy, and providing operational and financial management guidance to WPHF partners. The consultant will work closely with the Programme Specialist of the Women, Peace, and Security unit and will be expected to deliver high-quality outputs that contribute to the effective implementation of the WPHF initiatives. The consultant will also be involved in organizing filing systems for FACE reports and supporting project partner audits as needed.
Duties and Responsibilities:
Consolidate verification documents submitted by WPHF partners and review their completeness and accuracy.
Review and verify all related FACE financial transactions, activities, and documentation.
Identify corrective actions as needed and report any unusual activities.
Provide operational and financial management guidance to WPHF partners in accordance with existing UN Women financial and operational rules and regulations.
Support in the preparation of FACE forms.
Organize a filing system for FACE reports and their supporting documents.
Support project partner audits as needed.
Monitor compliance of partners on clarifications and provide a list of comments and clarifications.
Ensure timely completion of reviewed and finalized FACE Forms and verification documents.
Required Qualifications: The consultant must possess excellent analytical skills and a strong knowledge of UN Women processes and systems. Strong networking and interpersonal skills are essential, along with the ability to communicate effectively with staff at all levels of the organization. The consultant should demonstrate the ability to work in a highly pressured environment and possess a commitment to gender equality and women's empowerment. Familiarity with financial management and operational guidelines is also required.
Educational Background: A relevant degree in finance, business administration, social sciences, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset.
Experience: The consultant should have a minimum of 5 years of experience in financial management, project management, or a related field, preferably within the UN system or other international organizations. Experience in working with civil society organizations and knowledge of gender issues, particularly in the context of peace and security, is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of Filipino or other local languages is an asset, as it may facilitate communication with local partners and stakeholders.
Additional Notes: This position is home-based in Manila, Philippines, with the possibility of conducting 2-3 field missions to Mindanao as needed. The service will be rendered on an 'on call' basis, and UN Women does not guarantee the maximum contract amount will be utilized during the term of the agreement. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations.
