Job Overview: The Senior Project Officer position is a critical role within the Water and Urban Development Sector Office at ADB. The individual in this role will be responsible for leading portfolio management, project administration, budget preparation, and monitoring, as well as project processing activities related to loans and technical assistance (TA) projects. This position requires a strong understanding of ADB's procedures and practices, particularly in relation to TA and loan/grant project processing and administration. The Senior Project Officer will also engage in knowledge management activities and contribute to the overall effectiveness of the team by analyzing project performance and providing guidance to junior team members. The role demands a proactive approach to managing project portfolios, ensuring compliance with ADB guidelines, and facilitating communication with various stakeholders.
Duties and Responsibilities: The Senior Project Officer will have a comprehensive set of duties and responsibilities, including but not limited to: leading portfolio management activities by developing and maintaining databases of key performance indicators; preparing analytical reports on portfolio management; ensuring timely actions are taken by team members; analyzing portfolio performance and project administration workload; coordinating with project administration teams; reviewing mission reports and progress reports; monitoring project administration red flags; ensuring data accuracy for Project Performance Reports; reviewing loan, grant, and TA processing documents; supporting the preparation of processing documents; contributing to project administration tasks; participating in project missions; leading project processing missions; preparing work programs and budget resource requirements; monitoring budget utilization; and contributing to knowledge management products for the team. The Senior Project Officer may also perform other duties as assigned in their workplan.
Required Qualifications: Candidates for the Senior Project Officer position must possess a Bachelor's degree in finance, business administration, public administration, or related disciplines, with a preference for those holding a Master's degree or equivalent. Additionally, candidates should have at least 8 years of hands-on experience in portfolio management, project administration, budget preparation, and project processing activities related to loans and TA projects, including a minimum of 4 years in a supervisory role. Familiarity with industry practices and guidelines within the area of expertise is essential, along with strong analytical, interpersonal, and cross-cultural skills. A deep understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance, is also required. Proficiency in both spoken and written English is mandatory, as is proficiency with computer-based applications.
Educational Background: The educational background required for the Senior Project Officer position includes a Bachelor's degree in finance, business administration, public administration, or related fields. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in project management and administration within the context of a multilateral development bank.

Additional Notes: This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
