Job Overview:
The Treasury Specialist position is situated within the Investments Division of the Treasury Department at ADB. This role is crucial for managing investment portfolios that support the division's liquidity management objectives and enhance ADB's financial strength. The Treasury Specialist will be responsible for developing and implementing investment strategies, policies, and guidelines while adhering to established authorities and risk parameters. The position requires collaboration with internal stakeholders, management, and external counterparties to execute critical treasury activities effectively. The Treasury Specialist will also oversee junior team members, ensuring that the team meets its objectives and contributes to ADB's mission of fostering prosperity in Asia.

Duties and Responsibilities:
The Treasury Specialist will have a diverse set of responsibilities, including: A. Portfolio and Liquidity Management: - Achieving projected income targets from liquidity investment operations within approved investment authorities and guidelines. - Developing and implementing portfolio strategies for debt-funded liquidity, ensuring prudent investment of available funds and minimizing excess liquidity. - Supporting liquidity pool management, daily cash positioning, short-term funding, and reconciliation across multiple portfolios. - Managing cash flows to ensure funds are available for investments, disbursements, and other operational requirements. - Administering other assets under management. B. Risk Monitoring, Performance, and Reporting: - Monitoring assigned portfolios and reporting on risk, exposures, strategy implementation, performance, and market developments. - Identifying new investment opportunities and recommending enhancements to investment policies and guidelines. C. Stakeholder and Institutional Engagement: - Maintaining effective relationships with market counterparties and partners to support high-quality transaction execution. - Participating in interdepartmental committees and working groups addressing funding requirements, asset and liability management, and risk management matters. D. Other Duties: - Performing additional responsibilities as assigned in line with the workplan.

Required Qualifications:
Candidates for the Treasury Specialist position must possess the following qualifications: - A university degree in finance, economics, accounting, or a related field, preferably at the postgraduate level or its equivalent. - A minimum of 6 years of relevant professional experience, demonstrating knowledge of portfolio management theory and practice. - Experience in liquidity management across a broad range of instruments, including fixed income, money market instruments, foreign exchange forwards, swaps, and repos. - An understanding of the evolving regulatory environment and its impact on external counterparties' operations. - Familiarity with multilateral development banks' investment guidelines, strategies, and reporting requirements. - Proficiency in written and verbal English is essential, and international experience working in several countries is highly desirable.

Educational Background:
The educational background required for the Treasury Specialist position includes a university degree in finance, economics, accounting, or a related field. A postgraduate degree or equivalent qualification is preferred, as it demonstrates a deeper understanding of the complexities involved in treasury management and investment strategies.

Experience:
The position requires at least 6 years of relevant professional experience. This experience should encompass a strong understanding of portfolio management, liquidity management, and the various financial instruments involved in these processes. Candidates should have a proven track record of managing investment portfolios and navigating the regulatory landscape that affects treasury operations.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if it enhances communication with diverse partners and stakeholders in the Asia-Pacific region.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The role is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered.
