Job Overview: The Principal Markets Development Advisory Officer position is situated within the Special Initiatives and Funds Division (OMSF) of the Office of Markets Development and Public-Private Partnership (OMDP) at ADB. This role is pivotal in providing technical, operational, and advisory support to OMSF's strategic priorities in private sector development (PSD), particularly in promoting public-private partnerships (PPP) and developing new markets. The officer will be responsible for planning, coordinating, and delivering OMSF's work program, which includes stakeholder coordination, knowledge sharing, training, technical assistance, and support for regional and sector departments in developing innovative PPP and PSD solutions. The position requires a proactive approach to strategic planning, operational coordination, and knowledge management, ensuring that ADB's initiatives align with its broader goals of sustainable development and poverty alleviation in the Asia-Pacific region.
Duties and Responsibilities: The Principal Markets Development Advisory Officer will undertake a variety of duties, including:
Strategic Planning and Work Program Implementation: Supervise and contribute to the planning, implementation, and monitoring of OMSF and OMDP's strategic priorities and work programs related to PSD initiatives, including PPP and market development.
PSD/PPP Technical Advisory and Country Strategy Support: Lead research and advisory work on PPP and PSD issues, providing technical review and strategic inputs to operational documents. Support regional departments in identifying and implementing PPP and PSD solutions, including preparing private sector assessments and action plans.
Knowledge Management and Capacity Building: Contribute to knowledge management activities, develop and maintain PPP knowledge platforms, and support training programs for ADB staff and external clients.
Operational Coordination and AP3F/TA Administration: Facilitate collaboration among various departments and stakeholders to enhance PPP and PSD operations, oversee the administration of AP3F TA projects, and ensure compliance with ADB policies.
Staff Supervision and Other Responsibilities: Provide guidance and mentoring to junior staff and project teams, and perform other duties as assigned by supervisors.
Required Qualifications: Candidates must possess a Master's degree or equivalent in business administration, economics, finance, or other relevant fields. Alternatively, a bachelor's degree in these fields combined with at least 5 years of specialized experience may be considered. Additionally, candidates should have at least 10 years of relevant work experience, including a minimum of 6 years in a supervisory role. Experience in international agencies is preferred. Strong analytical skills related to PPP policies and infrastructure projects, as well as knowledge of ADB operational processes, are essential. Candidates should also demonstrate proficiency in using ADB software packages and possess strong interpersonal and communication skills.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in business administration, economics, finance, or other relevant fields. A bachelor's degree in these areas, combined with significant relevant experience, may also be acceptable. The emphasis is on advanced knowledge and skills that align with the responsibilities of the role, particularly in relation to private sector development and public-private partnerships.
Experience: The position requires a minimum of 10 years of relevant work experience, with at least 6 years in a supervisory capacity. Candidates should have substantial experience in international agencies, particularly in areas related to private sector development and public-private partnerships. This experience should include a strong track record of research, analysis, and advisory work on PPP-related issues, as well as familiarity with project finance and infrastructure development.
