Job Overview:
As an Operations Analyst at ADB, you will play a crucial role in providing analytical, coordination, and administrative support to the Southeast Asia Department (SERD) and the Operations Coordination Unit (SEOC). Your responsibilities will include supporting departmental program and portfolio monitoring and reporting, country programming, project and technical assistance (TA) processing, and operational coordination. You will also be involved in the implementation of departmental programs and will support integrity risk analysis and due diligence across the regional portfolio. This position requires you to collect, analyze, and consolidate operational information to aid management decision-making and strategic planning, ensuring the effective delivery of SERD operations. You will work closely with regional department teams to assess integrity risks, analyze project data, and provide advice on risk mitigation measures during project processing and implementation. Your role will also involve preparing operational and portfolio monitoring reports, coordinating with various divisions and resident missions, and participating in departmental coordination activities.

Duties and Responsibilities:
The duties and responsibilities of the Operations Analyst include:
  • Supporting Regional Department teams in assessing fraud, corruption, procurement, conflict-of-interest, and other integrity risks across the country portfolio.
  • Analyzing project data and supporting due diligence to identify red flags, providing integrity risk advice and mitigation measures during project processing and implementation.
  • Coordinating with the Office of Anticorruption and Integrity (OAI) and supporting training and awareness programs on integrity risk prevention and anti-corruption initiatives for developing member countries (DMCs).
  • Consolidating and analyzing departmental lending and non-lending pipeline and portfolio data, as well as country programming information and operational results across divisions and resident missions.
  • Reviewing, analyzing, and consolidating divisional inputs to programming and portfolio exercises, operational reports, and management submissions, ensuring compliance with ADB policies and guidelines.
  • Preparing and maintaining operational and portfolio monitoring reports, including SovOps reports, and coordinating with divisions and resident missions for accurate data updates.
  • Preparing briefing materials, management reports, presentations, and inputs for departmental planning and management review processes.
  • Acting as an alternate focal point for Board Calendar and Management Review Meeting schedules, coordinating with relevant offices and stakeholders.
  • Supporting the monitoring and implementation of TAs, including consultant administration through the Consultant Management System (CMS). 1
  • Participating in departmental coordination activities and contributing to programs that support departmental operations. 1
  • Performing other duties as assigned and reflected in the work plan.

Required Qualifications:
To qualify for the Operations Analyst position, candidates must possess a Bachelor's degree in a relevant discipline. Additionally, at least 5 years of relevant work experience is required, with a preference for candidates who have experience in international agencies. Candidates should demonstrate knowledge of operational procedures and practices in complex, international, development, or comparable organizational environments. Strong analytical skills are essential, including the ability to conduct background research, collect and organize data, and prepare reports and notes. Candidates should also have the ability to evaluate information using basic problem-solving methods and establish productive professional relationships within ADB and with external stakeholders. Proficiency in computer-based applications, particularly advanced skills in Excel spreadsheets, is desirable, along with proficiency in written and verbal English.

Educational Background:
The educational background required for the Operations Analyst position includes a Bachelor's degree in a relevant discipline. This educational foundation is essential for understanding the complexities of the role and the operational procedures within ADB and the broader context of international development.

Experience:
Candidates are expected to have at least 5 years of relevant work experience. This experience should ideally include roles within international agencies or organizations that operate in a similar capacity. The experience should demonstrate a solid understanding of operational procedures and practices in complex environments, as well as the ability to analyze and interpret data effectively.

Languages:
Proficiency in written and verbal English is mandatory for this position. This is essential for effective communication within ADB and with external stakeholders. Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
