Job Overview:
The Senior Financial Control Officer position is a critical role within the Loan and Grant Disbursement Section of ADB's Controller's Department. This position involves overseeing ADB's disbursement operations for Sovereign Loans and Grants, ensuring compliance with ADB's policies and guidelines. The officer will supervise junior team members and coordinate various financial control activities, including processing withdrawal applications, maintaining internal controls, and enhancing systems related to disbursement operations. The role requires a proactive approach to managing disbursement functions, providing expert guidance on policies, and ensuring that all operations align with ADB's standards. The officer will also engage in IT system enhancements, contribute to the efficient performance of disbursement functions, and manage client relations effectively.

Duties and Responsibilities:
The Senior Financial Control Officer will be responsible for a wide range of duties, including: overseeing the processing of withdrawal applications for ADB's sovereign loans and grants; ensuring compliance with ADB's disbursement policies and guidelines; providing expert views on disbursement policies; participating in IT system enhancements; contributing to the performance of loan and grant disbursement functions; managing client relations; supervising junior team members; conducting disbursement seminars; reviewing project documents related to loan and grant disbursements; and responding to requests from external auditors. The officer will also be tasked with performing other duties as assigned in the annual workplan, ensuring that all operations are conducted efficiently and in accordance with established guidelines.

Required Qualifications:
Candidates for the Senior Financial Control Officer position must possess a Bachelor's degree in accounting, business administration, or finance, and hold a Certified Public Accountant (CPA) designation. A Master's degree or equivalent is preferred. Additionally, candidates should have at least 8 years of relevant experience in disbursement, project administration, or related fields, with a minimum of 4 years in a supervisory role. In-depth knowledge of administrative and disbursement policies, as well as international banking transactions, is essential. Proficiency in ADB standard software and similar programs used by multilateral development banks is required, along with strong written and verbal communication skills in English. Candidates should demonstrate experience in cross-cultural collaboration and teamwork.

Educational Background:
The educational background required for this position includes a Bachelor's degree in accounting, business administration, or finance. A Certified Public Accountant (CPA) designation is mandatory, and a Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of financial principles and practices relevant to the role.

Experience:
The position requires a minimum of 8 years of experience in disbursement, project administration, or related work, particularly in accounting or auditing within financial institutions. At least 4 years of this experience should be in a supervisory capacity, demonstrating the ability to lead and manage a team effectively. Candidates should have a strong understanding of administrative and disbursement policies and practices, as well as experience in international banking transactions.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication within the organization and with external partners. While not mandatory, knowledge of additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders across the Asia-Pacific region.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The role is full-time and based at ADB's headquarters in Manila, Philippines.
