Job Overview:
The Technical Officer for Rehabilitation and Disability will play a crucial role in supporting Member States in the development and implementation of integrated health service delivery models that are centered around people and their needs. This position is situated within the Service Delivery and Quality (SDQ) unit of the Division of Health Systems and Services (DHS). The officer will be responsible for providing technical guidance in the formulation of national health policies and programs that focus on rehabilitation, disability-inclusive health, assistive technology, and long-term care. The role requires collaboration with various stakeholders to ensure that health services are accessible and equitable, particularly for marginalized populations. The officer will also contribute to the establishment of standards for health programming and the integration of rehabilitation and long-term care into health emergency preparedness and response strategies.

Duties and Responsibilities:

• Provide technical guidance and support in the development and implementation of national health policies and programs related to rehabilitation, disability-inclusive health, assistive technology, and long-term care.
• Advise on the development, implementation, and evaluation of technical cooperation programs focusing on primary health care reforms and health governance.
• Support the establishment of standards for health programming and the operation of health systems based on primary health care principles.
• Assist Member States in integrating rehabilitation and assistive technology into health emergency preparedness and response.
• Ensure continuity of care in emergencies for individuals with chronic disorders or disabilities.
• Identify health inequities and promote the inclusion of persons with disabilities in health services.
• Develop and conduct training programs aimed at enhancing the capacity of the health workforce in rehabilitation and long-term care.
• Coordinate technical activities related to quality of care and health services infrastructure.
• Disseminate knowledge and findings in the areas of rehabilitation and disability. 1
• Collaborate with various stakeholders to promote access to quality health services. 1
• Provide leadership to the Health Systems team and ensure timely execution of activities.

Required Qualifications:
Essential: A Master's degree in public health, health systems/services administration, health management, social sciences, or a related field. WHO only considers higher educational qualifications from accredited institutions recognized in the World Higher Education Database (WHED). Desirable: Additional qualifications in health policy or management would be advantageous. Candidates should possess sound knowledge and skills in rehabilitation and disability-inclusive health care, as well as long-term care services. Proven skills in policy development and health systems evaluation are essential.

Educational Background:
Candidates must hold a Master's degree in a relevant field such as public health, health systems administration, or social sciences. The educational qualifications must be from institutions recognized by the World Higher Education Database (WHED).

Experience:
Candidates should have at least seven years of relevant experience in health systems and service delivery, particularly in rehabilitation, assistive technology, and disability inclusion. Experience in low- or middle-income countries in developing and evaluating health policies and programs is desirable. Proven international exposure in extending health care services to underserved populations is also required.

Languages:
Essential: Expert knowledge of English is mandatory. Knowledge of additional languages, particularly those relevant to the regions served by WHO, would be considered an asset.

The position is a full-time role with a competitive salary starting at USD 86,027 annually, plus a variable post adjustment reflecting the cost of living in Manila. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
