Job Overview:
As a Markets Development Advisory Analyst at ADB, you will play a crucial role in providing operational and technical support for market development and public-private partnership (PPP) activities. This includes the administration of technical assistance (TA) projects, the Asia Pacific Project Preparation Facility (AP3F), and other trust fund-related operations. Your responsibilities will involve statistical, analytical, and administrative support for data management, operational reporting, document processing, stakeholder coordination, and the implementation of knowledge events under the guidance of senior staff. You will also be responsible for creating and maintaining the database and website of AP3F, contributing to the overall mission of ADB to foster prosperity in Asia.

Duties and Responsibilities:
Your duties as a Markets Development Advisory Analyst will include assisting in the implementation of the Office of Markets Development and Public-Private Partnership (OMDP) work plan, contributing to knowledge management activities, and supporting the maintenance and oversight of the private sector development (PSD) monitoring and evaluation system. You will assist in the development of the PPP Monitor and PPP Roadmap, which serve as key inputs to country partnership strategies (CPS). Additionally, you will be responsible for the administration of TAs, AP3F, trust fund fee pools, and trust fund activities in accordance with the annual work plan. This includes tracking deliverables, consolidating updates, and following up on required actions. You will collect, compile, summarize, and analyze data and statistics related to TA and AP3F operations, and organize and manage such data in the database. You will also assist in the recruitment and supervision of TA and AP3F consultants, draft relevant documents, prepare inputs of information and data for projects, and provide support in the planning and implementation of various events relevant to AP3F and other trust funds managed by OMDP. Participation in missions may also be required, and you will provide guidance and support to junior administrative staff.

Required Qualifications:
To qualify for this position, you will need a Bachelor's degree in economics, finance, public administration, or other relevant fields. You should have at least 5 years of relevant work experience, preferably with experience in international multilateral and bilateral agencies. A strong knowledge and understanding of basic issues related to market development, PPP policy, project development, infrastructure finance, and trust fund operations is essential. Preference will be given to candidates who hold a certification or diploma in PPP concepts and theories, such as the APMG CP3P certification. You should also have experience in research and analysis on PPP/TAS-related issues, applying appropriate computer skills in analyzing and developing data, and preparing notes, papers, and reports as required. Familiarity with multilateral development banks' operational processes and procedures is also important, along with proficiency in standard office applications and other tools relevant to data management, reporting, and operational coordination.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as economics, finance, or public administration. This foundational education is crucial for understanding the complexities of market development and public-private partnerships, as well as the financial and operational aspects of the projects you will be involved in.

Experience:
The position requires at least 5 years of relevant work experience. This experience should preferably be in roles related to international multilateral and bilateral agencies, where you would have gained insights into the operational processes and challenges faced in market development and public-private partnerships. Your experience should also include research and analysis related to PPP and transaction advisory services, which will be critical in fulfilling the responsibilities of this role.

Languages:
High proficiency in English, both written and spoken, is mandatory for this position. This proficiency is essential for effective communication within diverse teams and for the preparation of documents and reports. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which ADB operates.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the expiration date based on ADB's needs and the performance of the staff member. The position is open to both internal and external applicants, and multiple positions may be filled from this opening. The actual position title and grade will be determined based on the qualifications, experience, and job scope assigned to the selected applicants.
